DSWD ‘Listahanan’ 3 launched in WV

ILOILO CITY (PIA) -- The Department of Social Welfare and Development (DSWD) 6 recently launched the Listahanan 3 database for Western Visayas with the theme "Bawat Bahay Magkakasama sa Kaunlaran."

The event was held at Grand Xing Imperial Hotel, here, and was graced by various DSWD officials including Assistant Secretary for Visayas Affairs Ma. Evelyn B. Macapobre and National Household Targeting Office (NHTO) Assistant Director lawyer Baldr H. Bringas.

The National Household Targeting System for Poverty Reduction (NHTS-PR) or the Listahanan is an information system spearheaded by DSWD-NHTO that uses scientific data in identifying who and where the poor households are.

In his message, DSWD 6 Regional Director lawyer Carmelo N. Nochete emphasized the significance of a system in targeting households for the efficient and effective delivery of government aid to the poor households.

“Targeting through Listahanan is very important since the resources of the government are not infinite and we want to prioritize those who have less in life in the rendering of social services and protection programs,” he stressed.

Meanwhile, Macapobre, in her keynote speech, revealed that the assessment for Listahanan 3 was done in 2019 and was supposedly scheduled to be presented in 2020 when she still served as the regional director of DSWD 6, but the COVID-19 pandemic came.

“When we were conscious that we promised to deliver to our stakeholders Listahanan 3 in 2020, we were also very conscious about the health and safety of our validators as well as the respondents,” she said.

Because the previous assessment was conducted prior to the pandemic, Macapobre further noted that Listahanan 3 underwent a revalidation to reassess poor households as supported by now DSWD Secretary Erwin Tulfo.

“Only one-third of those who have been found as already non-poor remained as

such. This means that two-thirds of those found to be non-poor earlier have gone back to being poor,” Macapobre added.

Based on the Regional Profile of the Poor, as reported by DSWD 6 assistant regional director for operations Arwin Razo, out of the 1,394,251 households assessed through the house-to-house interviews conducted in Western Visayas, 536,892 were identified as poor.

Over 50 percent of the said number are from the province of Negros Occidental consisting of 268,530 households; Iloilo with 150,793; Antique – 41,101; Aklan- 36,784; Capiz – 30,754; and Guimaras – 8,867 households.

On the other hand, Bringas congratulated DSWD 6 for the successful launching of the Listahanan 3 database.

“Despite many hurdles encountered by Listahanan, the NHTO and NHTS are steadfast in our commitment to public service and our desire for our poor countrymen in receiving the aid they need and rightfully deserve,” he said.

He also noted that through Listahanan 3, the 536,829 poor households in the region will receive much-needed financial assistance from the various social protection programs of the government.

Capping the program, the representatives of various government agencies and other stakeholders joined the DSWD officials in signing on the “Commitment Wall” to support and utilize the Listahan 3 database. (JBG/FRG/PIA6)
