DILG holds CMGP implementation review

SIQUIJOR, Siquijor, Dec. 9 (PIA) -- The Department of the Interior and Local Government (DILG) here successfully conducted the two-day Year-End Conditional Matching Grant to Provinces (CMGP) Program Implementation Review (PIR) in the province. 

CMGP is an initiative of the DILG to implement road construction, repairs and rehabilitation, and improve the quality of the local road network across the country.

This serves as a response to the needed infrastructure support, reforms in local roads management and public fund management, and easing out value in chain bottlenecks in agriculture, tourism, and manufacturing.

Participants were guided by the PIR Annual Report Outline which contained the Governance Reform Accomplishment (Governance Reform Accomplishment 2018-2022, Capacity Development Activities 2018-2022, and Physical Works and Finance), Local Road Governance Outcomes (Outcomes on Community/Stakeholders Beneficiaries, Outcomes on Institutional Development, and Outcomes on Citizen Engagement), Good Practices on Local Road Governance Implementation (where they highlight good practices to be sustained in Local Road Management and Public Financial Management) and the Local Road Governance Plans for 2023.

They cited the 2016 KALSADA and 2017 CMGP Performance and Program Review in terms of Governance Reform, Physical and Financial Aspects.

They also discussed the 2017-2022 CMGP Programs implemented in the province.

The Governance Reform Accomplishments 2018-2022 were presented through the different Key Reform Areas (KRA), including the Capacity Development 2018-2022, which aims to strengthen and maintain the capabilities in settling and achieving their own development objectives over time.

They had also conducted breakout workshop sessions or focus group discussions to present the local road governance outcomes to community/stakeholders beneficiaries, institutional development, and citizen engagement.

This activity was completed with the presentation of Local Governance Plans for 2023.

Stakeholders were able to present Governance Targets for 2023 including the Capacity Development Priorities for 2023 that are annually prepared through the Annual Reform Action Plan (ARAP) format.

The ARAP highlights the 2023 Reform Targets, Specific Actions, Objectives, Timeframe, Indicative Budget, and Source of Funds.

Held at GAD Building, Siquijor, Siquijor, the activity was administered by Local Government Operations Officer Levy Talisayan and was participated in by the different government agencies such as Provincial Engineering Office, Provincial Planning and Development Office, Office of the Provincial Agriculturist, Department of Education, PIASiquijor and other key stakeholders.
