PSA6 orients IOs on CBMS rollout

ILOILO CITY (PIA) -- The Philippine Statistics Authority (PSA) 6 held an orientation on Community-Based Monitoring System (CBMS) among the Western Visayas (WV) Information Officers (IOs) here, Dec. 28.

According to the presentation of PSA, the CBMS is an organized technology-based system that involves collection, processing, and validation of disaggregated data.

This tool can be used in planning, program implementation, and impact monitoring at local level which aims to empower communities to participate in the process.

Leaning on the Republic Act 10625 or the Philippine Statistical Act of 2013, the PSA leads the implementation CBMS rollout as directed to be the primary responsible agency for all national censuses and surveys, sectoral statistics, consolidation of the administrative recording system, and compilation of national accounts.

Among the activities included in the CBMS implementation is the conduct of census of households in the community to collect individual-and household-level information through various modes of data collection.

This includes computer-assisted personal interview and web interview, and a paper and pencil interview.

The CBMS aims to capture local-level key development indicators such as health, nutrition, housing, water and sanitation, basic education, income, employment, and peace and order.

To date, Aklan has already 11 local government units (LGUs) participating in the CBMS, where three of which are PSA-funded and eight are LGU-funded; Antique has two counts of PSA-funded; Capiz has two LGU-funded participants; Guimaras with one PSA-funded participant; Iloilo with eight participants composed of four PSA-funded and four LGU-funded, and three LGU-funded participants for Negros Occidental.

As to the status of operations of Barangay Profile Questionnaire, 84.10 percent are already submitted while 16.90 percent are still under ongoing consolidation.

Meanwhile, for the Household Profile Questionnaire, there are already 190,702 households that were covered as of Dec. 23.

With this, Supervising Statistical Specialist of PSA6 Ma. Goretti M. Novilla asked for the support of the regional IOs to communicate among their respective localities the importance of the CBMS adoption and employment.

The CBMS Act also known as RA 11315 was signed into law on April 17, 2019 which was prescribed to be regularly and synchronously conducted every three years, stipulating geotagging activities, alongside authorizing each LGU as the primary data collecting authority. (JBG/AGP/PIA6)
