DOH raises alert level due to COVID-19 cases surge in China

ILOILO CITY (PIA) -- The Department of Health (DOH) Western Visayas Center for Health Development (CHD) shared the emergency issuance of a Department Memorandum (DM) 2022-0578 dated December 31, 2022, or the Reiteration of Heightened Alert for COVID-19 Arrival, in line with the recent surge of COVID-19 cases in China.

Based on the first quarterly COVID-19 Regional Inter-Agency Task Force- Management of Emerging Infectious Diseases (RIATF-MEID) coordination meeting presentation of the DOH-CHD 6 via Webex on January 5, the Memorandum entails the intensification of monitoring and implementation of border control protocols for incoming individuals, especially from China, at all ports of entry.

With this, DOH-CHDs are directed to ensure continuous coordination with concerned agencies, intergovernmental bodies, and local government units to

monitor and provide assistance as needed, to intensify the implementation of border control protocols.

Particularly, the directive includes heightened surveillance on all respiratory symptoms in all travelers and conveyances coming from China including a thorough review of the submitted Maritime Declaration of Health and health part of Aircraft General Declaration, reporting of intercepted symptomatic passengers during arrival screening, submission of reports of COVID-positive travelers from points of entry, and information dissemination among travelers regarding COVID-19 infection prevention and control, among others.

Further, to ensure minimal local transmission in anticipation of possible case increases, all CHDs are directed to continue the strict implementation of the Updated Guidelines in Minimum Public Health Standards (MPHS) per DM 2022-0433 of the DOH, as well as other relevant COVID-19 surveillance and mitigation measures.

It could be noted that the latter covers the implementation of updated testing and isolation protocols; monitoring of hospital utilization rates and organization of respective local referral networks; preparation and augmentation of

resources, especially telemedicine providers, for possible increase in patients with respiratory symptoms, and reiteration of messages emphasizing the importance of layers of protection such as mask use, getting most updated vaccines, and self-isolation if unwell, for the welfare of the general public.
