Visayas multistakeholder forum to refine ENR framework

ILOILO CITY (PIA) -- The Department of Environment and Natural Resources (DENR) led a two-day multistakeholder forum in the Visayas, January 18-19, to generate inputs from industry and sector leaders for the refinement of its Environment and Natural Resources (ENR) framework.

The ENR framework will serve as the foundation for science-based, data-driven, and socially, politically, and culturally-sensitive decision-making, a press release from DENR noted.

Similarly, the consultation aims to produce evidence-informed actions for the protection, conservation, enhancement, and regeneration of the Philippines’ ecosystem.

Experts and decision-makers from the local government units, private sector, national, international, and academe development partners convened to share knowledge, initiatives, and innovations that are distinct for the Visayas region, informing the agency in crafting evidence-based, risk and context-informed programs and policies geared towards environmental resilience.

In a press conference, DENR Secretary Maria Antonia Yulo Loyzaga underscored the continued commitment of the agency in addressing environmental challenges while balancing the demands of development through enhancing its collaborations with various sectors that are likewise in pursuit of sustainable advancements.

Loyzaga further described the strengthening of partnerships among various sectors as a synergy that will generate new capacities for the public to protect, restore, and enhance the country’s “rich but threatened ecosystems.”

Meanwhile, DENR Undersecretary for Policy, Planning, and International Affairs lawyer Jonas R. Leones presented the agency’s developing ENR framework emphasizing the national government’s commitment to provide livelihood opportunities to communities while improving the capacity of ecosystems to withstand the climate crisis.

The framework also stressed how businesses can act as collaborators in decarbonized and regenerative activities rather than contributors to greenhouse gas emissions; significance of giving a platform to communities that are

vulnerable to the impacts of climate crisis, and how the DENR should act as the central hub for data to efficiently quantify the risks of the climate crisis and the value of recommended actions.

It could be noted that the multistakeholder engagement in the Visayas leg formed part of the DENR’s campaign to dynamically integrate scientific, technological, traditional knowledge, expertise, and innovation to the agency’s overall strategies, policies, and processes by establishing partnerships between and among the government, private sector, civil society, academic and scientific institutions, and international development partners of the Philippines.
