PSA official bares importance of ‘IT’ in civil registration

SAN JOSE, Antique (PIA) -- Chief Statistical Specialist Dr. Randy M. Tacogdoy of the Philippine Statistics Authority (PSA) Antique highlighted the importance of information technology (IT) in Civil Registration and Vital Statistics (CRVS).

As the country celebrates the 33rd Civil Registration Month (CRM) this February, Tacogdoy sees the critical role of digital transformation through IT in delivering effective and efficient CRVS in the country.

In a radio program on February 1, he said that IT systems are necessary for the management of a CRVS system, which includes the collection, transmission, storage, protection, and retrieval of personal data.

However, he warned of repercussions on the country’s governance and policy-making processes if an IT system fails and registration systems are obstructed, thus the need for it to be aligned with recommended principles and best practices.

The official added that to ensure the effective and efficient delivery CRVS services in the country, PSA continually adapts technological innovations and develops tools such as the Philippine Civil Registry Information System (PhilCRIS), Decentralized Vital Statistics System 

(DVSS), CRVS Enterprise Architecture (EA), and Analysis of National Causes of Death for Action (ANACONDA). 

Also, the Civil Registry System Information Technology Project Phase 2 (CRS-ITP2) here is now in the works and, when completed, will capacitate PSA Antique in accepting applications for and releasing civil registry documents such as birth, death, and marriage registrations, and Certificate of No Marriage or CENOMAR.

This means that Antiqueños will no longer have to travel to Iloilo City and Kalibo, Aklan, and expend more time and financial resources to avail themselves of civil registry documents.

PSA expects to complete this project within the year.

Meanwhile, PSA Antique Registration Officer Shanel A. Malabanan said that the PhilSys Birth Registration Assistance Project (PBRAP) is still ongoing here and welcomes applications from individuals with unregistered births, particularly those from Geographically Isolated and Disadvantaged Areas (GIDA), Indigenous Peoples (IP) communities, and the poorest sectors of society.

Individuals without birth registration only need to appear before their Municipal

Civil Registry Office (MCRO) and sign up for the PBRAP.

Once the unregistered birth is verified, PSA will proceed with the application and will provide the birth registration for free. (AAL/BPS/PIA Antique)
