Cong Yap pushes for P1K monthly aid for indigent PWDs

LA TRINIDAD, Benguet (PIA) -- Benguet Congressman Eric Go Yap and other lawmakers renewed push for a monthly cash aid for indigent persons with disabilities (PWDs) to help them in their daily subsistence.

House Bill No. 1754 co - authored by Quezon City 2nd district Representative Ralph Tulfo with ACT-CIS Representatives Edvic Yap and Jocelyn Tulfo seeks to institute an enabling mechanism for indigent PWDs to provide for their immediate needs by granting them a monthly subsidy amounting to P1,000.00.

With the continuous skyrocketing of prices of basic goods and other commodities, Yap said the cash aid would be very helpful to the PWDs.  He noted that many PWDs are burdened with other expenses such as medical bills. 

Yap said that despite current legislations which aim to provide support in terms of employment, education, health, and accessibility among others, PWDs are still at a disadvantage in several facets of society.

 "They experience disproportionately high poverty rates as they have additional expenditures related to their disability which depend on their functional difficulties, health conditions, and support needs and other expenses related to the lack of accessibility and inclusiveness in their communities," stated in the bill.

Under the proposal, all poor PWDs, as certified by the Department of Social Welfare and Development (DSWD) and the National Council on Disability Affairs, will receive the subsidy from the DSWD.

 The assistance "may be waived if the PWD is capable of supporting his/her own self or his/her family," as assessed by the DSWD field office. (JDP/RMC- PIA CAR)
