VIGAN CITY (PIA) — The provincial government of Ilocos Sur affirmed a resounding support for the Lesbian, Gay, Bisexual, Transgender, Queer (LGBTQ) community at the grand coronation night of the Festival Queen on Jan. 31.
In his message during the recently held competition, which is a part of this year’s Kannawidan Festival, provincial governor Jerry Singson said, “Now more than ever, remember the governor is your ally as you take up your rightful place in this society.”
He stated, “It is time to acknowledge the diverse culture of individuals and ensure that each sector is well-represented in all areas of development.”
He mentioned that the administration does not look at social standing, race, color, and most especially sex and gender.
“I am dearly proud that tonight we made history, the first time that we have given such a big platform for the members of the LGBTQ community,” said Singson.
For this year’s festivities, the provincial government conducted various events for the LGBT including the Queennawidan or Drag Race, Ilocos Sur Gay Pride Parade, Pampering Ilocos Sur, boxing and basketball games, and the most-awaited Festival Queen 2023.



Crowned as the first-ever Festival Queen in the province, Kyle Cabanglan from Narvacan town shared her advocacy and gratitude to those who supported her.
“I am flattered but at the same time I am honored because I will have this platform to influence more people, not only the LGBT community but the whole locality of our province,” she said.
She added that as a medical student, her primary advocacy is to inspire and educate people of equal and accessible medical healthcare no matter what their status in life is.
Moreover, the 2023 Kannawidan Festival Queen voiced her appreciation for the outpouring support from her family, friends, local officials, and members of the community who rooted for her.
Cabanglan also garnered the Best in Swimsuit and Best in Evening Gown special awards.
The other queens hailed in the competition are Mark Jason Purugganan as the first runner up and JL Agrisola as the second runner up. (JCR/MJTAB/ATV, PIA Ilocos Sur)
