EO 70 supports the vulnerable sectors

NEGROS OCCIDENTAL (PIA) -- The Executive Order No. 70 that created the Task Force to End Local Communist Armed Conflict (ELCAC) is pushing for the Local Government Units (LGUs) to help the women, labor, urban poor and youth sectors.

During the reorientation on the Executive Order No. 70 and other related programs at Nature’s Restaurant, Local Government Operations Officer (LGOO) VI Rene Ato of the Department of the Interior and Local Government (DILG) said these sectors are vulnerable to infiltration and indoctrination of the armed rebel groups.

Ato said the Capacitating Urban Communities for Peace and Development (CUCPD) program is a platform for LGUs to give assistance and address these sectors’ issues and concerns.

"When these sectors are properly attended, they cannot be influenced anymore by any ideology because they are already self-empowered,  support their family, and eventually the growth of their community," he added, noting that the CUCPD is a mechanism that contributes to realizing the goals of EO 70.

Based on reports from LGUs in Region 6, he said most programs for the sectors might include sports and development, capacity building, livelihood programs and income-generating projects.

According to Ato, when the government provides positive interventions, there will be no more reasons for them to participate in anti-government movements.
