(Quezon City) – The National Council Against Child Labor (NCACL) is inviting sectoral representatives from the employers sector and non-government organizations involved in the prevention and elimination of child labor in the country to join the council.

Section 1 of Executive Order No. 92 (E.O. No. 92) series of 2019 states that apart from government agencies, the Council should include as members two representatives each from the workers sector, employers sector, and non-government organizations with program on child labor. 

Interested employers sector organization must meet the following minimum requirements: organized in accordance with Philippine laws; duly registered with the Securities and Exchange Commission (SEC); existing and operating for at least five years, with proven record of involvement towards the prevention and elimination of child labor; and with no pending criminal case filed before any office, court or tribunal.

In addition to the aforementioned criteria, non-government organizations should be duly accredited by the Department of Social Welfare and Development (DSWD) and is operating in at least two regions.

Meanwhile, interested individual nominee should be a Filipino citizen; knowledgeable on the dynamics of child labor and other related issues; actively involved in their organization’s efforts against child labor; willing, available, and competent to perform functions as a sectoral representative with proven integrity and probity; and with no pending criminal case filed before any office, court or tribunal.

The NCACL was institutionalized on 17 September 2019 through E.O. No. 92 signed by President Rodrigo Roa Duterte to amplify government efforts for the protection of the rights of vulnerable sectors, especially the children, strengthen related institutional mechanisms, and establish further measures that will contribute to the prevention, reduction, and elimination of any form of child labor.

Current sector representatives in the Council are the Alliance of Workers in Informal Economy/Sector (ALLWIES) and Federation of Free Workers (FFW) for the workers sector, and the World Vision Development Foundation (WVDF) for non-government organization.

Nominated organizations must submit the accomplished nomination form, Certificate of Incorporation from the SEC (for employers sector), Certificate of Accreditation from DSWD (for NGOs); names, address, and contact details of current directors, trustees, officers, and key personnel of the nominee; name, designation, and contact details of organization’s proposed individual representative; and list of child labor-related involvement of the organization and its individual nominee.
