PNP-IAS shares programs, services

SAN JOSE, Antique (PIA) -- The Philippine National Police-Internal Affairs Service (PNP-IAS) leads in the campaign against wrongdoings and misconduct of cops.

Antique PNP-IAS head Police Lieutenant Colonel Norby R. Escobar, in an interview, revealed that auditing of police units is one of the activities being done by their office.

He also shared their agency's programs and services for the public to know when they need to report the wrongdoings as well as the good deeds of the PNP.

"We conduct proactive inspections and audits of PNP personnel and units, receive administrative complaints against the PNP officers for their alleged wrongdoings, resolve these cases and recommend to the disciplinary authorities -- Provincial Director, Regional Director, Chief PNP, penalties such as dismissal from the service, demotion, suspension or reprimand," Escobar said.

He added that the IAS has a best practice called IAS Desk,  an electronic platform that provides the general public an avenue where they can voice out their concerns about PNP personnel and organization without hesitation and apprehension.

The information about the police is not only their wrongdoings but also their good deeds and the manner the frontline police service is delivered to the clientele.

Escobar said that for the wrongdoings, it has to be investigated to determine the accountability of concerned personnel; 

while if it is a good deed, IAS will recommend to the concerned unit commander for the issuance of commendation or appropriate awards to the personnel’ act of kindness.

For the PNP services which the public feels to be not community-friendly, the IAS will make further study if changes or modifications be made to make it favorable to the clientele and recommend the same to the Chief PNP for its implementation.

Escobar noted that under his management, IAS has received only a number of complaints of misconduct of police officers and also reports of good deeds of some police officers who were given citations.

“While focusing on instilling discipline, we also imbibe personnel's utmost integrity as critical in achieving our vision of having a God-centered, credible, effective and competent police force,” he said.
