CITY OF ILAGAN, Isabela (PIA) - - The Provincial Government of Isabela is now formulating its Climate Change Adaptation Plan with the assistance of the Department of the Interior and Local Government (DILG) and Isabela State University (ISU).

The DILG and ISU assisted the PGI during the orientation - workshop on enhanced Climate Change Action Plan (eLCCAP) formulation held on April 18-19, 2023 wherein 28 employees from the different offices of the provincial government participated in the activity.

DILG 2 OIC Local Government Capacity Development Division Chief Elsbeth Maralli said that the Climate Change Act of 2009 (Republic Act 9729) identifies local government units as frontline agencies in formulating, planning and implementing climate change actions in their communities.

She also said the law requires all Local Government Units (LGUs) to prepare LCCAP to be submitted to the Climate Change Commission.

“The eLCCAP will help LGUs define local priority actions for both adaptation and mitigation, including the introduction of the concept of mitigation and provides guidance to LGUs in developing Low Emission Development (LED) strategies that can support the achievement of local development goals and priorities,” Maralli said.

She said the LCCAP is a document that will be prepared by LGUs with substantial content on policies, programs and a measure to increase the community's resilience to the impacts of climate change and reduce greenhouse gas emissions. (OTB/MGE/PIA Isabela)
