DILG's ‘BIDA’ upholds law, human rights

SAN JOSE, Antique (PIA) -- The Department of the Interior and Local Government (DILG) here underscored that the anti-illegal drugs campaign dubbed “Buhay Ingatan, Droga’y Ayawan” or BIDA program upholds the law and protects human dignity.  

In a radio program, DILG Antique Provincial Director John Ace A. Azarcon said that BIDA uses a holistic approach in dealing with the country’s drug problem, anchored on the Marcos Administration’s commitment to continue the anti-illegal drugs campaign with due respect to the law and human rights.

This is done through the implementation of the BIDA Strategy Framework based on the three pillars of Prevention and Health Promotion; Law Enforcement; and Penology, Rehabilitation, and Reintegration.

With rehabilitation and reintegration as one of the program’s aspects, Azarcon said that BIDA seeks to help and not outcast drug surrenderers and offenders, noting that the drug problem is a multi-pronged issue that requires multi-pronged solutions.

Specifically, the BIDA program intends to strengthen institutions in implementing 

drug reduction activities, encourage multi-sectoral participation in the cause, secure commitment from partners, and intensify awareness through information, education, and communication (IEC) campaigns.

BIDA also seeks to improve the quality of life of Filipinos and safeguard communities from criminality and other ill effects of drugs that hurdle the country’s growth and development.

The official added that the campaign will yield positive results when there is strong involvement from local government units (LGUs) through their year-round, consistent, and sustained programs, projects, and activities (PPAs) toward the operationalization and institutionalization of the BIDA program.

Along with LGUs, the program also banks on the support of different national government agencies (NGAs), civil society organizations (CSOs), the private sector, and even the academe where the vulnerable young population must be educated about the perils of drugs.

In implementing the national anti-illegal drugs campaign, DILG has identified strategies such as strategic communication, policy development, capacity development, regional and international cooperation, community mobilization and expansion, and monitoring and evaluation, among others.

While the national launching was held last year, the BIDA program will kick off in Antique in mid-June and will include different activities that the public can participate in to encourage individual responsibility in the fight against illegal and dangerous drugs.

In a 2022 report of the Antique Police Provincial Office (APPO), 588 out of 590 barangays in this province were certified cleared by the Philippine Drug Enforcement Agency (PDEA); 279 of which are drug cleared, and 309 are certified unaffected. (AGP/BPS/PIA Antique)
