Joint forces apprehend destructive hulbot-hulbot fishing boats in Dumanquillas Bay

ZAMBOANGA DEL SUR, 25 May (PIA) - A joint operation conducted by the Department of Agriculture-Bureau of Fisheries and Aquatic Resources (DA-BFAR)-9, Philippine Coast Guard (PCG), and local enforcement teams led to the apprehension of two modified Danish seine fishing boats, popularly known as "hulbot-hulbot" or "tari-tari," in the waters of Dumanquillas Bay.

The operations were conducted from May 15 to May 19, 2023 to combat illegal fishing activities and preserve the bay's delicate marine ecosystem.

The first apprehension occurred in the vicinity waters off Barangay Josefina in Margosatubig, where a vessel was caught actively engaged in fishing operations. The authorities discovered six crew members on board. In the second incident, an unmarked green motor banca carrying Danish seine fishing gear was intercepted in the vicinity waters off Barangay Kegay in Malangas, Zamboanga Sibugay. The banca was manned by two fishermen from Igat, Margosatubig, and the owner was allegedly from Picanan, Kumalarang.

Both boat owners are now facing administrative cases, with potential penalty fines of up to two million pesos, along with the confiscation of their catch and fishing gear. Their actions violated Section 97 of Republic Act (RA) 8550, as amended by RA 10654, and Fisheries Administrative Order (FAO) No. 246-1, which strictly prohibit the operation and possession of modified hulbot-hulbot fishing boats. 

The hulbot-hulbot fishing method, also known as the Danish seine or modified Danish seine, has been banned in Philippine waters due to its destructive nature. This fishing technique employs heavy tom weights and scare lines that scrape along the sea bottom, causing severe damage to marine habitats such as seagrass beds and coral reefs.

To supplement their seaborne patrol efforts, the joint DA-BFAR Enforcement and Regional Monitoring, Control & Surveillance Operation Center (ERMCSOC)-PCG team conducted land-based operations. They carried out market denial activities at the Malangas public market on May 16, and landing denial operations at the Margosatubig fish landing center on May 18. These operations aimed to inspect the presence of fish caught through blast-fishing and the trade of other prohibited aquatic species.
