DOLE urges business sector in Isabela City to comply labor standards

ISABELA CITY, Basilan, May 29 (PIA) – The Department of Labor and Employment (DOLE) Isabela City Field Office urged employers and establishments here to comply with labor standards as it will start the implementation of Department Order No. 238 series 2023.

Department Order No. 238 series of 2023 or the Rules on the Administration and Enforcement of Labor Standards Pursuant Article 128 of the Labor Code of the Philippines as renumbered and Republic Act No. 11058 was signed on April 12, 2023 and took effect 15 days after its publication in newspaper and general circulation.

Marlyn M. Anoos, Chief Labor and Employment Officer introduced and discussed the said order during the Basilan Talakayan sa Radyo of the Philippine Information Agency (PIA) at DXNO FM radio Komunidad to raise awareness of the employers and business establishments the city.

Department Order No. 238 states that its primary objective is to strengthen further the exercise of the visitorial and enforcement power of the Secretary of Labor and Employment under the Labor Code of the Philippines, as renumbered, towards securing a higher level of compliance with the general labor standards, occupational safety and health standards and social legislations and ensuring continuity and sustainability of compliance in all workplaces.

Anoos appealed to all the establishments and employers to comply with all the labor standards to avoid inspection.

“We are appealing to employers invited to attend the Technical Advisory Visits Orientation for them to be assisted by DOLE in complying the labor standards checklist and other mandatory labor issuances in a development al-way”, she said.

On his part, Marhamir Sahisa, Labor and Employment Officer III, DOLE Isabela City, discussed the procedures for the conduct of technical and advisory visit which the labor inspector shall deliver, covering the general labor standards, occupational safety and health standards, productivity toolbox, child and family welfare program and other DOLE policies and programs.

The procedures for the conduct of  labor inspection and occupational safety and health (OSH) investigation were also discussed.

Sahisa also encouraged business establishments in Isabela City to comply with Rule 1020 or Registration of Establishment at the Department of Labor and Employment.

He mentioned that not all establishments here are registered in their office.

“Inaanyayahan po namin lahat ng establishments na bumisita po kayo sa aming opisina para magparehistro. Libre po ito at wala kayong babayaran”, he stressed.

Rule 1020 of the Occupational Safety and Health Standards requires that an establishment, regardless of the size of economic activity, whether small, medium, or large scale in one single location, shall register with the Regional Labor Office having jurisdiction thereof to form part of a databank of all covered establishments.
