BJMP cites multi-sectoral support for PDLs

SAN JOSE, Antique (PIA) -- The Bureau of Jail Management and Penology (BJMP) here cited several government agencies for the support extended to the Persons Deprived of Liberty (PDLs) living in San Jose and Culasi District jails.

Jail Inspector Josue Ma. R. Estorque, in an interview, emphasized the role of the BJMP is towards restorative justice for the PDLs.

"While ensuring public safety, the BJMP also made sure of the humane safekeeping and development of PDLs for their eventual integration into their communities and society in general," Estorque said.

He also cited some programs such as Alternative Learning System, Therapeutic Community Modality Program (TCMP), E-Dalaw/E-Tawag, Me Kausap Program and more.

To the BJMP, these programs are primarily designed to transform these PDLs into assets rather than liabilities and risks of the community.

To date, the two jail facilities have a combined PDL of 179 individuals.

Despite the stricter policies in visitation schedules, the PDLs have regular visits 

by their immediate family and in addition to in-house sports activities with jail officers to foster good relationships and camaraderie among them.

Aside from the BJMP, other agencies are also helping PDLs enhance their skills and earn a livelihood while in jail.

BJMP San Jose has engaged the services of the Technical Education and Skills Development Authority that have conducted training programs on carpentry and electrical installation with upcoming training on engine mechanics.

The Department of Education is also closely working with the BJMP in the implementation of the Alternative Learning System for Secondary Education involving some of the PDLs.

Estorque also mentioned the proposed project on bread and pastry making for PDLs and jail officers in partnership with the Department of Science and Technology.

In line with the BJMP’s role in the launching of BIDA (Buhay Ingatan, Droga’y Ayawan) program, Estorque committed to sustain measures implemented by the BJMP to deter the entry of illegal drugs into all its jail facilities.

Of the total 120 inmates at the San Jose District Jail, 17 have cases of illegal 

drugs while in Culasi District Jail in northern Antique, only one was involved in an illegal drug case out of 59 PDLs.

Estorque also cited the scheduled and on-the-spot “Operation Greyhound” conducted by the jail officers in partnership with other law enforcement agencies such as the Philippine Drug Enforcement Agency and Philippine National Police as a deterrence to those who are planning to push illegal drugs inside the jail facility.

The Antique BJMP also reported the conduct of random drug testing among the PDLs and jail personnel in both Culasi and San Jose facilities. (AGP/PSM/PIA Antique)
