Law backs up employment of senior citizens in Naga City

NAGA CITY, June 15 (PIA) – City Mayor Nelson Legacion on Tuesday, signed a new ordinance encouraging the employment of willing, able and capable senior citizens in public and private entities in the city.

The law also provides incentives to the hired elderlies, and additional grant of benefits, depending on the employers. They are entitled to an additional deduction from their gross income of 15 percent of the total amount paid to them, as long employment continues for at least six months.

In an interview, City Councilor Joselito Del Rosario, also the chair of the committee on education, said that the rationaleof the ordinance roots from the city’s mission of providing  quality  life among its constituents particularly those in the vulnerable sectors – the senior citizen.

Ordinance No. 2023-047 provides that full-time or part-time employment, may be given to qualified senior citizens. This may also include any suitable working conditions and terms of employment beyond the minimum requirements provided under the Labor Code.

Del Rosario said that this mandates the allocation of jobs for senior citizens to the city government, comprising at most five percent of its employee’s population whether regular, temporary or casual employees.

“This is also anchored, and in support of Republic Act No. 9994 or “The Expanded Senior Citizens Act,” RA 11350 or the “National Commission of Senior Citizens Act” and the RA 10911 or the “Anti-Age Discrimination in Employment Act.”

The councilor added that the Metro Naga Pubic Employment Services Offices will create job matching and allot employment facilitation service to senior citizens to make it easier for them to choose specific jobs suitable for their skills.

There will also be regular health monitoring to working senior citizens. This will be conducted by the City Health Office, Office of the Senior Citizens Affairs, and the Metro Naga PESO. Likewise, for them to be more efficient and effective in their respective works, trainings and skills development such as computer literacy and vocational skills will be provided for them.
