CAGAYAN DE ORO CITY (PIA) -- The Regional Development Council (RDC)-X continuously strengthens mechanisms and fortifies collaboration to ensure the region’s inclusive growth and development.
This as RDC-X passed 39 resolutions during its 134th Full Council Meeting, June 21.
Among those approved were the Northern Mindanao Regional Development Investment Program 2023-2028, Full Results Matrix, and the 2022 Regional Development Report and Priority Action Areas.
An accompanying document of the Regional Development Plan (RDP) 2023-2028, the RDIP contains a rolling list of priority programs, activities and projects that directly support and contribute to the attainment of the RDP outcomes while the Full Results Matrix strengthens the linkage between the priority programs and projects in the RDIP and the development outcomes and impacts in the regional development plan.
The Council also endorsed the Northern Mindanao El Niño Mitigation and Action Plan for Agriculture; the Request to Congress to Increase the Equity Allocation of the Small Business Corporation from P10 Billion to P50 Billion; the Creation of a Subcommittee on Brunei Darussalam-Indonesia- Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA); Proposed Permanent Housing Projects under the RMB100 Million Grant from the Government of the People’s Republic of China for Typhoon Odette Reconstruction and Rehabilitation Efforts; Request for Faculty Plantilla Items for the University of Science and Technology of Southern Philippines System for Academic Year 2023-2024; and Region X Inter- and Intra-Regional Priority Projects for Fiscal Year 2023-2028 as Inputs for the Updating of the Mindanao Spatial Strategy/Development Framework, 2015-2045.
It likewise approved the request for the extension of loan validity and implementation period, and increase in cost of Panguil Bay Bridge Project; request for the immediate release of Quick Response Funds of the DPWH and NIA Central Offices for the rehabilitation/repair of infrastructure projects/facilities damaged during the Shear Line and Wind Convergence; request to the Office of the President through the Department of Justice, to accelerate the appointment of prosecutors and fill-up vacant plantilla prosecutor positions in region X; request to the LGUs to hire or designate lawyers to assist the Philippine National Police – Police Regional Office X in case build-up; and request to the Department of Transportation to donate 10 hectares of its land in Laguindingan, Misamis Oriental for the establishment of the Northern Mindanao Regional Government Center.
Moreover, RDC-X supported the conduct of Colors of Mindanao familiarization tour for RDC-X officers and members; the establishment of One Town One Product (OTOP) Hub at Laguindingan Airport; utilization of the Results of the National Household Targeting System for Poverty Reduction (NHTS-PR) or the Listahanan 3 Database; Amihanang Mindanao Breakthrough Innovations and Technologies (AMBIT) Awards; and the conduct of 2022 Census of Agriculture and Fisheries, among others.
In her message, RDC-X chairperson Gov. Imelda Quibranza-Dimaporo of Lanao del Norte underscored the council's responsibility to ensure the region's progress is equitable, environmentally conscious, and socially responsible.
She said the RDC serves as a platform for the collaboration of stakeholders from various sectors to change policies, strategies, and initiatives that respond to prioritize the needs of communities
The meeting was also attended by Usec. Carlos Bernardo O. Abad Santos of the NEDA Regional Development Group who cited the pivotal role of the RDC in setting the direction for the region's economic and social transformation. (APB/PIA-10)
