DSWD KALAHI-CIDSS community volunteers prep up for sub-project procurement in OccMin

SAN JOSE, Occidental Mindoro (PIA) – To kick-start the procurement process for identified sub-projects in the municipality of Looc, 30 community volunteers (CVs) recently conducted a Procurement Preparation Meeting under the Department of Social Welfare and Development Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (DSWD KALAHI-CIDSS) Program Mimaropa.

The meeting aims to plan and prepare specifics for procurement such as supplies and services needed, identifying suppliers, and setting time frame for the delivery period for the sub-projects identified by the CVs.

Barangay Balikyas will benefit from Installation of Early Warning Device & Solar Street Lights Project, while, Brgy. Burol, Agkawayan, and Kanluran will receive Purchase of Medical Supplies, Equipment and Amenities sub-projects.

According to KALAHI-CIDSS Community Procurement Officer III Engr. Villamor Racca, Jr., their team is present in the activity only to guide the CVs in their procurement preparation as they are in their piloting stage.

“Ang mga Bids and Awards Committee na mga CV ang nagko-conduct nito under supervision ng mga KALAHI-CIDSS staff. Ang gagalaw sa mismong procurement, gaya ng pag-serve ng Request for Quotation ay ang Procurement Team na mga CVs din” (The CV from the Bids and Awards Committee are the ones conducting the activity under the supervision of the KALAHI-CIDSS staff, while the CVs in the procurement team will be in-charge of the procurement process, such as serving RFQs), the Facilitator said.

He added that the activity seeks to help the volunteers to be familiarized with the process of procurement so they can facilitate the steps on their own, as the Program employs a community-driven development (CDD) approach.

This includes empowering the community by training and engaging CVs with their local governments to choose, design, and implement poverty-alleviating projects to address the problems in their community.

The DSWD KALAHI-CIDSS Program was revamped in 2021 in Occidental Mindoro during the pandemic, covering seven municipalities including Looc. (DSG/PIA Mimaropa-OccMin)
