Ilocos Norte police plan interventions vs high rape cases

LAOAG CITY, Ilocos Norte (PIA) – The Ilocos Norte Police Provincial Office (INPPO) continues the implementation of information drives and monitoring programs after recording a "high" number of rape cases in the province.
 
In an interview with Police Major Jephre Taccad, Information Officer of the INPPO, as of January to June 2023, a total of 26 rape cases have been reported to the police.


He elaborated that some of these reported incidents happened in in the past year, but was only just reported over the part six months.


"Of course, mahirap para sa mga biktima na i-report ang kanilang karanasan, so we understand kung months later lang sila mag-report. Nakatulong din naman ang mga seminar tungkol sa sexual assault at protection on women na conducted ng aming Children's Protection Desk, kasi may mga ilang instance na pagkatapos ng seminar, may lumalapit sa mga officers para i-report ang mga sexual abuses na naranasan nila," he elaborated.


“’Yong crime trend comparing noong panahon ng COVID-19 pandemic, nagno-normal na. Ang napansin talaga na alarming ay ang pagtaas ng rape cases sa probinsya lalo na mostly ‘yong mga biktima ay kamag-anak ng mga suspects,” he added. 
 
Taccad explained that one of the first measures the INPPO took was to direct all of the city and municipal police chiefs to conduct information dissemination activities in their jurisdiction, especially in the barangays with reported rape cases.
 
“Ang aming Women and Children’s Protection Desk naman, they are continuously conducting gender and development forums sa mga barangay para sa mga kalalakihan para aware sila sa increasing number of rape cases at kung paano sila makakatulong para mabawasan ito,” he added.
 
Moreover, Taccad reported that some of the victims are minors and most are female, with parents who work outside the province or abroad, or those living with other relatives.

He said the INPPO has already directed barangay officials to monitor families who have similar living arrangements in their respective barangays in an effort to prevent more rape cases.
 


In their investigation, most of the suspects are either intoxicated or under the influence of drugs.
 


Taccad said decreasing rape cases is a top priority for the INPPO to ensure the safety of Ilokanos, and to encourage those who have experienced sexual abuse to report to their office to get justice. (JCR/AMB/EJFG, PIA Ilocos Norte)
