DHSUD, DOTr ink MOA integrate efforts on transit-oriented development projects

QUEZON CITY, (PIA) – The Department of Human Settlements and Urban Development (DHSUD) and the Department of Transportation (DOTr) signed on Friday, July 28, a Memorandum of Agreement (MOA) to align efforts for the implementation of transit-oriented development (TOD) projects. 

The MOA mainly ensures that the development of transportation systems will not compromise the settlement needs of families residing within the areas of projected infrastructure locations by following an integrated framework of land use and urban transit planning.  

“Napakagandang balita po nito para sa ating mga kababayan dahil sa pamamagitan ng MOA na ito atin pong sinisiguro na hindi lamang transportasyon ang ating isinasaayos kundi pati na rin ang tirahan ng bawat pamilyang maaapektuhan ng mga proyektong ng DOTr (This is good news for our fellow Filipinos because through this MOA, we are not only prioritizing the development of transportation system but also the settlement needs of each family who will be affected by the said development projects)” said DHSUD Secretary Jose Rizalino Acuzar. 

Aside from holding regular high-level coordination meetings for convergence programs, the MOA also mandates the DHSUD and DOTr to collaborate with concerned local government units (LGUs) where TODs will be implemented for the creation of joint plans. 

Under the MOA, the two agencies are likewise directed to work closely in facilitating resettlement and relocation activities for affected families as well as conducting studies and master planning exercises. 

In addition, the DHSUD and DOTr are required to share mutual access to relevant databases and information such as Transportation Plans, Comprehensive Land Use Plans, Provincial and Physical Framework Plans and Local Shelter Plans of LGUs, and the routes and capacities of public utility vehicles (PUVs). 

In 2019, it can be recalled that the DOTr has previously entered into an agreement with then-Housing and Urban Development Coordinating Council for similar initiatives. A transfer of funds from the transportation department to the former housing agency was essentially made to provide for this interagency cooperation.

Meanwhile, the current MOA is in line with the Special Provisions of Republic Acts (RAs) 11518, 11639, and 11936 which mandate the DHSUD to develop land use and zoning guidelines for the expansion of socialized and low-cost housing sites in the vicinity or near the proximity of train stations, education facilities, and other vital open spaces.
