OPP briefs police officers on plea bargaining, libel

NEGROS OCCIDENTAL (PIA) -- The Office of the Provincial Prosecutor (OPP) - Negros Occidental recently conducted a Forum on Guidelines and Procedures on Plea Bargaining and Filing of Cyber Libel Cases in Court to the personnel of the Negros Occidental Police Provincial Office (NOCPPO).  

More than 80 Chiefs of Police and Chief Investigators from 31 Municipal and City Police Stations in the province joined the activity at the Kanlaon Hall of NOCPPO, Camp Alfredo Montelibano Sr., Barangay Estefania, Bacolod City.

Provincial Prosecutor Hermes C. Ariño, who led the OPP Training Team said that the activity is part of the continuing commitment of his office to enhance the legal knowledge of the members of the Law Enforcement Agencies (LEA’s) in the province, especially the NOCPPO. 

He emphasized that the briefing would encourage efficient and effective working relations among offices involved in the administration of justice.

Ariño congratulated the NOCPPO for being the Best Provincial Police Office in the country and thanked the police for their partnership with the OPP.

He said Prosecutor Stephanie Grace Apsay discussed the basis, nature, and processes of having Plea Bargaining of Drugs Cases in Court.

Plea Bargaining in criminal cases is a process whereby the accused and the prosecution work out a mutually satisfactory disposition of the case subject to court approval, Ariño noted.

Prosecutor Erfe del Castillo, on the other hand, discussed the salient features of RA 10175 or the Cybercrime Prevention Act of 2012.

He said practical tips were given in filing Cyber Libel Cases, especially on the aspect of authentication and the necessary pieces of evidence needed to be attached in filing cases.
