Govt agencies ink deal to boost info, comms support for localized peace process

MANILA, (PIA) -- Three Philippine government agencies on Wednesday, August 30, signed a memorandum of understanding (MOA) to establish robust information and communication support for the nationwide implementation of grassroots peace strategies.

Present are Secretary Carlito G. Galvez, Jr. of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU), Secretary Cheloy Garafil Cheloy Velicaria-Garafil of the Presidential Communications Office (PCO), and Director-General Jose Torres, Jr. of the Philippine Information Agency (PIA).

Secretary Galvez said the collaboration is “for the joint implementation of a strategic communication plan for the localized peace engagement and its transformation program.” 

These strategies are being implemented by the National Task Force to Ending Local Communist Armed Conflict's (NTF-ELCAC) LPE Cluster, which is co-chaired by the OPAPRU and the Department of the Interior and Local Government.

The program, Galvez said, aims to transform the lives of “friends rescued” or former rebels, their families and conflict-affected communities through localized peace engagements and delivery of basic services.

The localized peace engagement and transformation program, which are anchored on the whole-of-nation approach, aim to address the challenges caused by the decades-long communist armed conflict,” Galvez said. 

We have achieved a lot using these approaches, as we continue to reap the fruits of our efforts,” he added.

Under the agreement, OPAPRU, PCO and PIA commit to collaborate in crafting a communication plan and in producing information, education and communication materials to aid in the effective implementation of LPE projects nationwide.

For her part, Secretary Garafil emphasized how vital clear communication can be in sparking change, especially in regions of the country impacted by armed conflict.

Beyond mere information dissemination, we aim to craft messages that resonate with diverse communities, building bridges of trust and understanding … We are dedicated to countering misinformation and crafting narratives that inspire, educate, and uplift,” Garafil said.

She also voiced her optimism that the collaborative effort would aid former rebels and their families in gaining agency and becoming valued, contributing members of their communities again as they reintegrate into society.

Our collective efforts have the potential to transform not only individual destinies but also the destiny of our nation. Let this agreement serve as a guiding light, illuminating the path towards unity, understanding, and prosperity for all,” Garafil said.

For Director-General Torres, who leads the grassroots communication arm of the government, PIA's partnership with OPAPRU and PCO can produce communication materials that will resonate with target beneficiaries and inspire other former rebels to return to the fold of the law.

"We look forward to collaborating closely with OPAPRU and PCO, through this agreement, to highlight peacebuilding stories at the community level and to ensure that our communication efforts bring us closer to our shared goal of just and lasting peace,” Torres added.

The agreement also establishes a technical working group composed of representatives from OPAPRU, PCO and PIA, which will craft specific communication strategies and oversee the production of materials in various platforms including radio, print, social media and community engagement activities.

The formal signing of the agreement was held at the Philippine International Convention Center in Pasay City. Joining the heads of the three agencies were representatives from national government agencies, media, and supporters of peacebuilding initiatives nationwide. (PIA-NCR)
