"Recognizing Excellence: CSC’s Honor Awards Program continue to celebrate Exceptional State Workers"

IPIL, Zamboanga Sibugay, Sept. 01 (PIA) – The Philippine Civil Service Commission (CSC) continue to embark on a significant endeavor to acknowledge and celebrate the remarkable contributions of state workers through its Honor Awards Program (HAP).

As the CSC commemorates its 123rd Philippine Civil Service Anniversary (PCSA) with a month-long celebration this September 2023, CSC catapult its HAP, a rewards and incentives program that recognizes government officials and employees who have displayed outstanding contribution or work performance.

HAP serves as  a platform or undertaking that validates, motivates and rewards government workers and most often results to an enhanced self-esteem, respect, pride and a sense of accomplishment knowing that one has contributed positively to society. This esteemed initiative seeks to cast a spotlight on state officials and employees who have showcased exceptional dedication, noteworthy accomplishments, and substantial contributions in the realm of public service.

The Honor Awards Program (HAP) comprises three distinct categories: The Presidential Lingkod Bayan Award (PLBA), which recognizes individuals or groups making exceptional contributions of national significance in public interest, security, and heritage; the Civil Service Commission Pagasa Award, honoring those whose notable contributions directly benefit multiple government departments; and the annual search for Outstanding Government Workers (Dangal ng Bayan) Award, celebrating individuals who consistently demonstrate exceptional performance through extraordinary acts or services, upholding exemplary ethical conduct based on the eight norms outlined in Republic Act No. 6713, an Act establishing a code of conduct and ethical standards for public officials and employees.

Eligibility extends to all appointive officials and employees, regardless of their employment status—whether permanent, temporary, coterminous, contractual, or casual—and whether they serve within or outside the country. Elective officials and appointive barangay officials and employees are also qualified. The program even accommodates posthumous nominations, allowing recognition for public servants who sacrificed their lives while carrying out their official duties. For posthumous nominations, formal submissions must be made within 12 months of the government official's or employee's passing.

Meanwhile, this year’s 123rd Philippine Civil Service Anniversary is anchored on the theme: Transforming Public Service in the Next Decade : Honing agile and future-ready servant-heroes. CSC Chairperson Karlo Alexei B. Nograles in his message said, “In the everchanging landscape of governance, adaptability and forward thinking are necessary qualities for a government to thrive,” which brings the highlight to recognizing and incentivizing state workers significant accomplishments or impressive contributions as CSC stays faithful to its commitment to continuously shine a spotlight on exceptional government workers and foster values of excellence, dedication, and ethical conduct in public service.
