BJMP highlights welfare, dev’t programs for PDLs

SAN JOSE, Antique (PIA) -- The Bureau of Jail Management and Penology (BJMP) highlights its continued efforts for the humane treatment and development of persons deprived of liberty (PDL).

In a radio interview, San Jose District Jail warden JInsp. Josue Ma R. Estorque assured that the BJMP upholds the rights and welfare of PDLs, with respect to all relevant laws and the guidelines set by the Commission on Human Rights (CHR).

He added that the BJMP is also committed to providing PDLs with the programs required for their self-development and transformation before their eventual release and reintegration into society.

One of the programs and activities they provide PDLs with is the Therapeutic Community Modality Program (TCMP) which seeks to manage and modify behaviors and ways of thinking through structured group processes.

Another is education under the Alternative Learning System (ALS), wherein six elementary and 12 Junior High School (JHS) learners from San Jose District Jail recently graduated.

In partnership with the Technical Education and Skills Development Authority (TESDA), PDLs also receive skills training and may be awarded the corresponding national certificate (NC) when assessment and evaluation are successfully passed.

According to Estorque, these are only some of the programs and activities of the BJMP designed to transform PDLs into assets of the country rather than liabilities and risks to society.

San Jose District Jail also boasts different accomplishments and awards, such as the Red Orchid Hall of Fame Award from the Department of Health (DOH) for the exemplary and stringent implementation of anti-smoking measures.

This BJMP facility, which has recorded zero escape and jail disturbance incidents, was also identified as drug-free by the Anti-Illegal Drug Unit of the Antique Police Provincial Office (AnPPO) and the Philippine Drug Enforcement Agency (PDEA).

As of July 2023, San Jose District Jail has a population of 121, while the congestion rate decreased from 74% in the first quarter of the year to 72% in the second quarter, attributable to transfers and early releases through Good Conduct Time Allowance (GCTA).
