QUEZON CITY, (PIA) – The Civil Service Commission (CSC) signed a Memorandum of Agreement (MOA) with Anti-Red Tape Authority (ARTA) in a bid to strengthen the implementation of Republic Act (RA) No. 11932 or the “Ease of Doing Business and Efficient Government Service Delivery Act of 2018 (EODB-EGSD).”
The MOA outlines the primary roles and responsibilities of the agencies to address overlapping of functions in terms of carrying out the regulatory management initiatives that ensure the compliance of government offices with anti-red tape reforms.
The agreement also formalizes their shared partnership towards making the government sector a conducive environment not only for the transacting public but also for the establishment of sustainable enterprises.
“The CSC and ARTA are tasked under the EODB EGSD to ensure that we promote integrity, accountability, and establish best practices to prevent corruption in the government. This event, finally, seals the deal between the CSC and ARTA to ultimately delineate the functions and mandates of the offices under R.A. No. 11032,” CSC Chairperson Karlo Nograles stated.
“This MOA is a testament to the shared dedication of these offices towards fostering an environment conducive to ease of doing business in the government sector. By embracing anti-red tape reforms, they not only enhance the nation's competitiveness but also demonstrate their unwavering commitment to progress, fostering a business-friendly climate,” ARTA wrote on behalf of General Secretary Ernesto Perez.
Under the MOA, the CSC is tasked to maintain the deployment of Anti-Red Tape Units (ARTU) in its central and regional offices which will be primarily responsible for handling complaints on government officials violating RA 11932.
The ARTA, on the other hand, will initiate the review and investigation of complaints endorsed by the CSC to determine the necessary course of action to erring government employees or officials and provide the needed assistance of complainants in the event that the case is elevated to the Office of the Ombudsman.
The Authority is likewise mandated to facilitate the utilization of Report Card Survey (RCS) across government agencies to solicit relevant client feedback that shall measure the administrative efficiency of personnel involved in the delivery of government services.
Meanwhile, the ARTA and CSC affirmed their commitment to continuously collaborate on capacitating government personnel to implement efficient regulatory management practices as well as the formulation of campaigns that will inform the public about the salient provisions of the Anti-Red Tape law.
CSC Commissioner Ryan Alvin Acosta who also graced the symbolic event has highlighted the importance of eliminating the instances of red tape in building a transparent and reliable Philippine bureaucracy.
“Eliminating red tape not only fosters citizen satisfaction but also boosts organizational morale and economic growth. Let us, thus, work hand in hand to achieve the end that the MOA intends and ensure that it will not be a mere collection of words in paper, but a pebble that will hopefully produce positive ripples in our offices, in the government as a whole, and our society at large,” Commissioner Acosta remarked.
