PSA: Spot legit CAF enumerators

ILOILO CITY (PIA) -- As the Philippine Statistics Authority started the nationwide conduct of the 2022 Census of Agriculture and Fisheries (CAF), the agency also advises the public on how to spot legitimate enumerators.

While PSA National Statistician Usec. Claire Dennis Mapa during the press launch of the 2022 Census of Agriculture and Fisheries (CAF) seeks the cooperation of the respondents, the PSA also warns against possible unscrupulous individuals posing as PSA-CAF enumerators who will take advantage of the conduct of the census until October 25.

“We ask you to open your doors, hearts, and voices to participate in the 2022 CAF.  Your insights are invaluable, your experiences are essential and your participation is integral to the success of this undertaking. Your involvement directly impacts the accuracy and relevance of the data that PSA will collect,” Mapa added.

PSA hired a total of 15,841 enumerators; 1,114 census area supervisors; 1,102 assistant census area supervisors; and 3,214 team supervisors.

These hired enumerators are issued uniform shirts, bags, caps, and identification cards to establish their identities bearing their photo, name, designation, and signatures of the enumerator as well as that of National Statistician and Civil Registrar General Claire Dennis S. Mapa, while at the back of these identification cards are the contact numbers, the emergency contact numbers, and the address of the PSA office where the enumerator is hired.

The Census of Agriculture and Fisheries (CAF) enumerator goes on the field to gather data on the agriculture and fisheries sector.

These hired enumerators are trained to introduce themselves properly and ask initial questions to determine if the household is part of the qualified respondent using the listing booklet.

If qualified, the enumerator will pursue the interview using a tablet or paper questionnaire, otherwise, the enumerator will move on to the next house.

After the interview, the enumerator will post a sticker as Notice of Listing/Enumeration at your gate or door, as proof that you belong to the respondents for CAF.

The Census of Agriculture and Fisheries (CAF) enumerator puts a sticker on the gate or door of the enumerated household.

Information gathered like name, address, contact information, sex, marital status, and educational attainment are protected under the Data Privacy Act or RA 10625 and the rest of the data will not be used against the person for taxation, legal investigation, or law enforcement purposes.

Enumerators of PSA will not ask for financial information, especially bank or mobile wallet accounts, nor will they solicit money or goods related to the conduct of the census.

No offer of any service or items from these enumerators is allowed especially if there is an equivalent fee.

If you encounter such an enumerator or when in doubt, contact the respective PSA Field Office or check via psa.gov.ph/directory to verify the identity of the enumerator.

The data that will be gathered through the CAF, will be used most importantly by the policymakers, researchers, and stakeholders to make decisions that can lead to equitable distribution of resources and policies that prioritize the improvement of agricultural and fishery production processes as well as the well-being of the nation.

The Census of Agriculture and Fisheries (CAF) is a large-scale government undertaking that is geared towards the collection and compilation of basic information on agricultural and fishery sectors in the Philippines, provided in Executive Order 352 which sets the conduct of CAF every 10 years. *(EAD-PIA6)
