Members of RTF XI ELCAC stratcom stride to  spread 'Message House'

DAVAO  DEL NORTE (PIA) -- Members of the Regional Task Force on Ending Local Communist Armed Conflict (RTF-ELCAC) XI Strategic Communications  (Stratcom) Cluster briefed the Information Officers Network (ION) Davao del Norte  on the Message House framed this year by the National Task Force ELCAC for adoption across national line agencies of the government  and regional task forces. 

Among the agencies present during the briefing were the Philippine Information Agency XI which heads the RTF-ELCAC Stratcom cluster; the National Intelligence Coordinating Agency (NICA), head of the Situation Analysis and Knowledge Management (SAKM) Cluster; the Philippine National Police Police Reginal Office XI  (PNP PRO XI), Security Cluster Sector; and the Office of the Presidential Assistant on Peace, Reconciliation and Unity (OPAPRU).

The briefing was made upon the request of Davao del Norte Provincial Task Force ELCAC Stratcom head Dr. Mervin Suaybaguio and ION Davao del Norte President Michael Angelo Resueno.

In her presentation, PIA XI  deputy regional head and focal on ELCAC, Jeanevive D. Abangan explained that NTF ELCAC Message House was framed during the May 24, 2023 NTF ELCAC Strategic Communications Cluster meeting, during which it decided to take a shift in stratcom against the communist terrorist group (CTG) towards “intensifying  the promotion of Peace, Unity and Development."

The  Message House that the NTF ELCAC built carried the umbrella statement that says “Magkaisa para sa abot-kamay na Kapayapaan, Kaligtasan and Kaunlaran."

The overarching message is supported by three pillars anchored on peace, safety and development (Kapayapaan, Kaligtasam and Kaunlaran), that are built on the foundation of “truthful messaging.”

Giving his insights, OPAPRU Davao Area Management Unit head Oliver Binancilan said the suggested messages per pillar can be modified as long as the revision fits the Message House objective anchored on unity towards peace, safety and development.

He also instilled consciousness among government information officers that everyone should be involved in working towards peace, not just the police and the military.

“That’s why we enjoin our information officers to convey the message purposively to sustain the gains of peace, na  ang purpose, dili na mabalik ang lugar naay gubot sauna (that areas used to be chaotic won’t be recovered; wala na dapat ma- recruit (no  one should be recruited),’” he said.

He asked the information officers to use the Message House set of sub-messages in whatever communication platforms and in whatever forms of communicating with the public.

Meanwhile, NICA XI Regional Director Evarly Tajanlangit pointed out the crucial role of government information officers to tell the truth, and help tell the public about the work and initiatives of the governments to address socio-economic concerns.

He made them  aware that while the armed component of the CTG has substantially been weakened by the government forces, their alliances have continued their operation in the urban centers using the same tools that government communicators are using: information and communication.

“Now, information Operation ang IO, would play a very, very huge role in attaining a sustainable Peace and Development,” he said, banking on government communicators to craft advocacy materials towards  changing the “societal outlook” that is shaping along with  the transformation program of the government

He also counted on government communicators to help create “a condition that is conducive to development” that often times are presented in twisted thoughts by those working with the CTGs.

On the hand, PTF ELCAC Stratcom head Dr. Suaybaguio was receptive of the idea for the LGU and NGA information officers to undergo further lectures on anti-terrorism law and on other pertinent topics to help them effectively shape their messages.

He also tasked LGU  and NGA IOs to craft messages based on the NTF ELCAC Message House for critique and discussion in the next round of meetings of ION Davao del Norte.  (JMDA/PIA Davao del Norte. photos from Santo Tomas Municipal Information Office)
