BAYOMBONG, Nueva Vizcaya (PIA) -- Philippine National Police (PNP) Deputy Chief for Administration, Lt. General Rhodel Sermonia, urged policemen in the country to uphold and follow their Transparency and Integrity Program (TIP) at all times in a bid to uplift the good image of the police agency.
Sermonia said their TIP involves proper implementation of discipline, police operational procedures, and command responsibility.
“We are doing this caravan to reiterate and re-emphasize the TIP to our policemen. I expect our Chiefs of Police (COPs) to cascade this program to your personnel. Do not wait to be punished. Use your disciplinary powers over your subordinates,” he said.
Sermonia visited his hometown over the weekend and led the inauguration, blessing, and groundbreaking of various infrastructure projects inside the Police Provincial Office, also known as Camp Saturnino L. Dumlao in this town.
The PNP Deputy Chief was accompanied by PNP Regional Director for Cagayan Valley Christopher Birung, PNP Provincial Director Kamlon Nasdoman, Representative Luisa Cuaresma, Vice Governor Eufemia Dacayo, Board Member Primo Marcos, Mayor Ronelie Valtoribio of Villaverde, Dolores Binwag of Quezon, Neil Magaway of Dupax del Sur, Benigno Calauad of Bagabag, and Ronelio Danao of Ambaguio, among others, in the groundbreaking, blessing, and inauguration of the PNP infrastructure projects.

Former Provincial Administrator Maybelle Blossom Dumlao-Sevillena represented the Dumlao Clan in unveiling the monument in honor, recognition, and remembrance for her grandfather’s great deeds, Major Saturnino L. Dumlao, where the PNP camp was named.
The other infrastructure projects visited by Sermonia were the flagpole, concrete pavement, canopy, covered pathway, guard post, firing range groundbreaking, and multi-purpose hall.
Sermonia also signed a Partnership Agreement (PA) with the Anti-Crime Coalition for Peace and Progress International (ACCPPI), Provincial Advocacy Support Groups (PASG), force multipliers, and Civil Society Organizations (CSOs) in the province to help the PNP in its internal security operations.
He said their partnership with various CSOs will also help with the proper implementation of their TIP.
“We want our CSOs to be our strong partners in advocating the TIP among the ranks of the PNP. They will be our eyes and ears, report to us, and ensure the good service of our policemen. There is nothing to hide; we are transparent,” he said.

Sermonia said policemen should do their job well, especially with the upcoming Sangguniang Kabataan (SK) and barangay elections.
“I want our cops to be professional, credible, and respectable in doing their everyday job as protectors of our people and safeguarding credible, honest, and peaceful elections,” he said.
Sermonia said the TIP was conceived as the image of the PNP, which has been rocked with controversies involving their police operations.
He said he was put to shame during the Senate hearing on the Navotas Incident.
“I did not know what to say in my opening statement. I simply admitted the lapses of our people on the ground who committed mistakes in those incidents. But I vowed and committed to our senators to make a change, to push and ensure the proper implementation of discipline, police operational procedures, and command responsibility,” Sermonia said.
