CITY OF SAN FERNANDO, Pampanga (PIA) -- Civil Service Commission (CSC) cited outstanding government employees in Central Luzon during the 2023 Regional Awards Program ceremony.
The Honor Awards Program (HAP) has three categories namely the Presidential Lingkod Bayan Award (PLBA), Pagasa Award, and Dangal ng Bayan Award.
CSC Chairperson Karlo Alexei Nograles said the dynamism of the awardees plays a vital role in honing agile and future-ready servant heroes that will transform the quality of Philippine public service.
PLBA is conferred to an individual or group of five members for their exceptional or extraordinary contributions resulting from an idea or performance that had nationwide impact on public interest, security and patrimony.
For Central Luzon, the sole recipient of the PLBA is National Irrigation Administration -Upper Pampanga River Integrated Irrigation Systems Regional Manager A Rosalinda Bote.
“Her remarkable innovation and modernization in irrigation and water management is a solid manifestation of dynamism, agility, and future-readiness in public service,” Nograles noted.
CSC Pagasa awardees, on the other hand, consist of Dingalan, Aurora Mayor Shierwin Taay for the individual category; and Palay-Isdaan Sa Pamayanan Team of Bataan Peninsula State University (BPSU), Palayamanan Project Team of Bulacan Agricultural State College, and the City Environment and Natural Resources Office and Public Employment Services Division of the City of San Jose del Monte for the group category.
Nograles said dynamism is truly alive in the highly commendable efforts of CSC Pagasa awardees in areas of ecological solid waste management, which generated income and savings opportunities; the promotion of rice-based integrated technology; rice fish production; a diversified farming system; and financial assistance that directly benefitted farmers and improve the socio-economic conditions of the community.
“Future-readiness is also clearly demonstrated in the technological innovations of one particular Public Employment Services Office which bridged the gap of job seekers in employment processes; while the passion for service can also be felt in the various projects of our local chief executive awardees for the underprivileged such as but not limited to health and legal services, social pensions for senior citizens, and their quick disaster responses,” he stressed.
Meanwhile, Dangal ng Bayan awardees include Social Security System-Pampanga Bookkeeper Chelissa Ann Vidal; Bureau of Internal Revenue-Pampanga Administrative Officer V Lillibeth Nagoy; BPSU University Professor Hermogenes Paguia; Aurora State College of Technology Instructor I Riosahlie Madrid; City of San Jose del Monte Mayor Arturo Robes; and Baler, Aurora Mayor Rhett Ronan Angara.
Nograles said the awardees have been catalysts in transforming public service anew; citing that the Commission salutes their unwavering dedication and commitment.
“All of your examples taught us that no crisis could hinder a passionate public servant to showcase his or her dedication. No matter how hard, buzzling, or maybe even life-threatening the situation is, your dynamism proves your efficiency, effectiveness, and excellence in all levels and aspects of public service delivery. And with your collective efforts, you open a wider road for our aspirations to achieve the Ambisyon Natin 2040,” he said.
With this, he also hoped that their examples reverberate to their communities and inspire others to do even better for the search for civil service exemplars in the coming years.
The HAP rewards and recognition rites culminates the search for outstanding government workers and forms an integral part of the annual Philippine Civil Service Anniversary celebration, being the central human resource agency of the government. (CLJD/MJSC-PIA 3)
