COMELEC-Ilocos Norte reminds BSKE candidates of campaign protocols

LAOAG CITY, Ilocos Norte (PIA) – The Commission on Elections (COMELEC)-Ilocos Norte is reiterating the Do’s and Don’ts in campaigning in preparation for the upcoming Barangay and Sangguniang Kabataan Elections (BSKE).
 
During the Joint Security Control Center Meeting (PJSCC) on Thursday, September 28, Juan Florencio Garcia, computer maintenance technologist of the COMELEC-Ilocos Norte, presented the proper protocols for campaigning which will officially start on October 19 to 28.
 
For the candidate’s campaign materials, campaign posters must not exceed 2x3 feet, pamphlets must not exceed 8.5x14 inches or legal-sized bond paper, and must not exceed 3x8 feet for posters, streamers, or placards used during campaign rallies.
 
Garcia said candidates can only post campaign materials in common areas and private properties.
 
He added that the COMELEC will allow posters exceeding the said dimensions when the campaign materials are posted in private properties only.
 
He reiterated the reminder for candidates to not post any campaign materials in public structures, schools, waiting sheds, electric polls, and trees.
 
To minimize overspending in campaigning, the COMELEC is still implementing that the maximum amount a candidate can spend is P5.00 multiplied by the number of registered voters in the barangay.
 
Both winning and losing candidates will be mandated to submit their accomplished Statement of Contributions and Expenses (SOCE) to the COMELEC.

The last day to file SOCE is on November 29, 2023.
 
Lawyer Alipio Alonzo Castillo III, provincial election supervisor of COMELEC-Ilocos Norte, also highlighted one of the most important campaign protocol candidate must follow which is to avoid any form of vote buying.
 
“Mayroon nang project ang COMELEC na Kontra Bigay campaign kaya may mas malakas na pwersa ngayon ang gobyerno to go against vote-buying. Ang iboto natin dapat ‘yong mga leaders na magsisilbi sa publiko hindi ‘yong kandidato na nagbigay ng pera,” he said.
