SAN FERNANDO CITY, La Union (PIA) – The Civil Service Commission-Regional Office 1 (CSC-RO1) honored the significant contributions of civil servants in the region during the Regional Recognition and Awards Rite in accordance with the 2023 Honor Awards Program (HAP).
This is the concluding activity for the celebration of the 123rd Philippine Civil Service Anniversary (PCSA) held at the CSC-RO1 Hall of Learning on September 21.
Among the awardees is the Don Mariano Marcos Memorial State University (DMMMSU) which received the Bronze Award, Maturity Level 2, for the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM).
The PRIME-HRM is a mechanism that empowers government agencies by developing their human resource management competencies, systems, and practices toward Human Resource (HR) excellence.
CSC chairperson Karlo Nograles commended DMMMSU’s HR management practices in the post-pandemic landscape.
“Your commitment [to] transformative human resource management and programs enable an environment that promotes efficiency, transparency, and effectiveness,” Nograles said.
Dr. Antonio Ogbinar, vice president for Administration and Quality Assurance, received the award representing the university president Dr. Jaime Manuel, Jr., alongside other executives and HR officers of DMMMSU.
“This is an affirmation of our resolute commitment [to] upholding excellent and established human resource enhancement systems, competencies, and practices that enable us to consistently provide quality service to our stakeholders,” Ogbinar said.
Also conferred in the Regional Recognition and Awards Rite were the three national semi-finalists from Ilocos Region in the Search for Outstanding Government Workers.
“Presidential Lingkod Bayan Award” recipients were Kris Cristopher Dela Cruz and Raquel Rarang-Rivera, both teachers in the Department of Education (DepEd)-Schools Division Office (SDO) of Alaminos City, Pangasinan.
The “CSC Pagasa Award” category was given to Dr. Ronnalee Orteza, campus director of the Philippine Science High School-Ilocos Region Campus.
Regional winners were also awarded such as Senior Education Program Specialist of DepEd-SDO Alaminos City Leomar Abarra, Batac City Mayor Albert Chua, and La Union Police Provincial Office (LUPPO) Provincial Director Lambert Suerte for the “Presidential Lingkod Bayan Award.”
The “Dangal ng Bayan Award” regional winners were Bureau of Jail Management and Penology (BJMP)- Ilocos Norte Jail Chief Inspector Cremencio Alones, Jr., Malued, Dagupan City, Pangasinan Barangay Chairman Filipina Delos Santos, Nibaliw, Bautista, Pangasinan Barangay Chairman Johnny Junio, Pangasinan State University President Elbert Galas, and Provincial Government of (PGO) Pangasinan Supervising Agriculturist Violeta Laforteza.
Lastly for the “CSC Pagasa Award,” regional winners were Mariano Marcos State University (MMSU) Associate Professor Zaldy Hernandez, and DepEd Alaminos City Nurse Carlo Rabanal.
Also awarded for the aforementioned award were the projects by MMSU entitled “Empowering Communities Through the SOA Program During the COVID-19 Pandemic: The MMSU Experience” by MMSU and “Teen Parent’s Clinic Initiative” by PGO Pangasinan Western Pangasinan District Hospital.
CSC Ilocos regional director Hedy Jose Lardizabal recognized the commitment of the civil servants in line with the 123rd Philippine Civil Service Anniversary and expressed his gratitude for making the celebration successful.
Meanwhile, CSC Acting Assistant Commissioner for Human Resource Governance Nerissa Canguilan served as the guest of honor and speaker for the event.
Canguilan noted the importance of adaptability, resiliency, and collaboration, among others in the public service. (JCR/AMB/REB/PIA Region 1)
