RPMC Inspectorate Team monitors projects in Mt. Province


BONTOC, Mountain  Province(PIA)--The Cordillera Regional Project Monitoring Committee (RPMC)-Inspectorate Team led by National Economic and Development Authority (NEDA)-CAR Regional Director Susan Sumbeling travelled to Mountain Province on   October 16 and 17 to inspect priority projects   in the province. 

The team  inspected  two ongoing projects  at  Mountain Province State Polytechnic College in Bontoc. The project titled Completion of Seven Storey Multipurpose Technology Cum Center for Mathematics and Computing Sciences-Building  costing 24.20 million was inspected for incurring  -5.33 percent slippage for the  second  quarter of this year.

The Construction of Academic Building for Criminology Phase II  project in Faliling costing P30 million was also flagged for the delay of its completion. The project which is 83.41% completed yielded a slippage of -33.63% for the 2nd quarter of 2023.

The team also  visited the Betwagan Bridge in Sadanga. Supposedly completed on July 16,2023, the P57.90 million- worth project is still at 91.51%  completion as of July 15.  

Director Sumbeling  also   led the group  in visiting  the improved Besao-Nakawang and Tadian-Mabalite Farm to Market Road to look into the proposed extension of said road.

Funded by the Philippine Rural Development Project of the  Department of Agriculture and implemented by the Provincial Government, the project was  inaugurated on February 8, 2023.  This road project  eases the transport of agricultural products and commodities in the 14 barangays of Besao, Zone 2 barangays of Tadian and some barangays of Ilocos Sur.

Another  inspectorate  team visited  small irrigation projects in Barlig and   commended the ongoing Kadaclan Community Irrigation Systems project  for its ahead of schedule implementation. This project funded by the National Irrigation Administration is programmed for completion on  February 26 next year, but it has now  83.98% actual accomplishment   yielding  a positive slippage of 28.94 .

The RPMC  Inspectorate Team  capped the  project  inspection with the conduct of a problem solving session. For the three projects which were flagged under the RPMC’s Alert Mechanism for  incurring negative slippage,  it was suggested that  MPSPC should strictly comply with Department of Budget and Management/(DBM)  requirements on the submission of physical and financial accomplishment documents, and to secure documents on the ongoing projects.

The team also recommended a continuous and thorough inspection of said projects to make sure that these will be completed as soon as possible.

For the Bertwagan Bridge,  the RPMC recommended for the update of the project report since the actual project only has a few concreting methods  to be done  before it is finally completed.

 The implementing agencies gave assurance to  comlpy with the  recommendations and to have the projects be finished before the end of this year.

Joining NEDA   were  representatives of   RPMC member-agencies- DBM,   National Intelligence Coordinating Agency, Department of Public Works and Highways, Department of Environment and Natural Resources, Office of the President-Presidential Management Staff, Private Sector Representatives, and Local Project Monitoring Committee .(JDP/CVBT-PIA CAR, Mountain Province)
