DILG DavNor seeks to strengthen CSOs

DAVAO DEL NORTE (PIA) -- The Department of the Interior and Local Government (DILG) Davao del Norte recently seeks to strengthen the participation of Civil Society Organizations (CSOs) in local governance.

Recently, DILG led in the conduct of “Dagyaw” or a townhall meeting that bannered the theme “Serbisyo ug Panaghiusa uban ang Katawhan, Kalambuan sa Tanan” that promotes the mobilization of various CSOs as “partners of development in the province.”

As participants, the CSO desk officers from city and municipal LGUs took part in townhall meeting  that tackled the salient points of DILG Memorandum Circular 2022-083, dealing on the “Guidelines on the Accreditation of Civil Society Organizations and Selection of Representative to the Local Special Bodies.”

The activity also took up the DILG MC 2022-054 that deals on the “Amendments on the Establishment of CSO Desk and Institutionalization of People’s Council in the Local Government Units.”

Both topics were discussed by DILG XI Development Management Officer Joel M. Accion.

In his message, DILG Provincial Director Jonathan Leybag emphasized the importance of bringing back the “spirit of Bayanihan.”

“Magtinabangay ta (We need to help each other). Ug unsaon nato pag balik ana, ana tay mechanism (On how to bring this back, we have a mechanism for that). One of these is to strengthen our CSO desk officer,” he said.

Leybag also pointed out the need to organize the People’s Council to bring together all accredited CSOs which can duly represent in Local Special Bodies.

He took into  consideration a certain length of time to organize the LGU People’s Council as this would involve legislative process needing authorization from the municipal/city councils.

He appealed to CSO desk officers to  help DILG lobby for local policies that would facilitate  and institutionalize the process of accrediting CSOs, and eventually authorize the operation of a Peoples Council. (JMDA/PIA XI Davao del Norte)
