Growth in investment, tourism drive Davao’s unemployment rate down – DOLE

DAVAO CITY (PIA) -- The Department of Labor and Employment (DOLE) XI noted that the consistent decline in the unemployment rate in Davao region in 2023 is primarily attributed to the growing investment opportunities in and the  booming tourism industry in the region.

The Philippines Statistics Authority (PSA) reported that Davao region recorded the lowest unemployment rate among all regions in the country in 2023, at only 2.9 percent. This figure is also much lower compared to the national average of 4.2 percent.

DOLE XI assistant regional director Jason P. Balais revealed that the growing investment coming into the region has resulted in an increasing number of business establishments in the region since post-pandemic, and these businesses have been offering a wide range of employment opportunities to the locals.

Atty. Jason P. Balais, DOLE-XI Assistant Regional Director, emphasizes that the lower unemployment rate in Davao region reflects the growth in investment and the increasing tourist arrivals in Davao region.

“The PSA can attest to the fact that the average growth of establishments after the pandemic has gone up between 25 percent to 27 percent,” he explained during the Year Starter Press Conference of the National Economic and Development Authority Region (NEDA) XI on January 30.

Balais also noted that the sustained assistance of the Department of Trade and Industry (DTI) to micro, small, and medium enterprises (MSMEs), being one of the major players in the region’s business landscape, rendered favorable results not only in terms of the development and sustainability ofMSMEs but also in generating employment.  

He said that the fast-growing construction in the region corresponds to the increasing demand for skilled workers in the construction industry.

“Many buildings are now being constructed, and the National Housing Authority has targeted a higher number of housing units to be constructed. So, that also means employment of skilled workers, masons, carpenters, helpers, electricians, plumbers, etcetera,”  he cited.

On the other hand, Balais said that the 47 percent increase in tourist arrivals in the region in 2023 showed that the region’s tourism industry employed a considerable amount of workforce.

He added that as tourist arrivals increase in the region, especially in the future, more employment opportunities will be opened to the locals.

“Kung daghang turista (If there are many tourists), what does that mean? daghang driver sa van ang kailangan, daghang tourist guide ang kailangan, daghang waiter ang gikinahanglan sa mga establishment, daghang mga trabahante sa (there will be many van drivers needed, many tourist guides needed, many waiters needed in establishments, many workers in) resorts, hotels, etcetera," he said.

DOLE’s employment facilitation program through its Public Employment Service Offices (PESO) throughout the region, particularly in making employment opportunities widely known to the public,  has also significantly contributed to increasing the employment rate in the region.

“Our role, of course, when investment comes is for us to provide the employment facilitation program. Of course, with our continuing conduct of job fairs so that employers and employees meet,” Balais said.

He cited DOLE’s employment facilitation, such as physical job fairs and online platforms via PhilJobNet or philjobnet.gov.ph.

Maria Lourdes Lim, NEDA-XI Regional Director, highlights the consistent increase in the employment rate of Davao region in the past three years.

He said that aside from the regular conduct of job fairs, the PESOs of the local government units are also holding job fairs on a weekly basis.

Meanwhile,  as the unemployment rate declines in the Davao region, the employment rate has consistently been in an upward trend since 2021, based on the data from PSA—from 94.5 percent in 2021, 96.5 percent in 2022, and 97.1 percent in 2023.

The consistent increase is a result of the region’s “robust economic landscape and effective employment strategies,” NEDA XI regional director Maria Lourdes Lim reported during the year-starter press conference. 

Balais commended the local employers for sustaining the gains, particularly in ensuring all labor standards and labor laws were complied with.

He disclosed that there were no major labor disputes recorded in the region in 2023. (ASO/PIA-XI)
