PSA calls on public with no birth records to register

SORSOGON CITY, Sorsogon (PIA) -- The local office of the Philippine Statistics Authority (PSA) is calling on individuals who do not have any birth records to register themselves under its Birth Registration Assistance Project (BRAP).

Elvira Apogñol, PSA chief statistical specialist for Sorsogon, urged undocumented individuals to take advantage of the project before its termination in December.

Launched in February 2022, BRAP allows the late registration of the birth records of individuals belonging to marginalized communities, Indigenous People, Muslim Filipinos, the poorest sector of the country, senior citizens, and those who are currently living outside of their birthplace.

According to Apogñol, the project also aims to issue free birth certificates to these individuals.

“We encourage those who have no live birth record to register under BRAP. This BRAP is free. Usually when there is a delayed registration, there is a fee, but in BRAP, the fees are waived,” Apogñol explained during the maiden episode of Kapihan sa PSA Sorsogon last Thursday.

“Qualified beneficiaries only need to contact their civil registry officers, usually at municipal or city halls, to avail themselves of the BRAP,” she added.

To encourage more people to register their births, BRAP has relaxed its requirements for late registration of birth. This is in accordance with the Operational Guidelines that were issued by the PSA through Memorandum Circular 2022-15.

To complete the late registration process, applicants are only required to submit the following minimum documents: a negative omnibus certification issued by PSA, an accomplished Affidavit for Delayed Registration of Birth at the back of the Certificate of Live Birth, an affidavit of two disinterested persons, a Certificate of Indigency issued by the punong barangay, and any proof of identity such as a barangay certification, driver's license, or other applicable documents.

On the other hand, Bicol Association of Civil Registrars president Joel Carrascal said local registry offices facilitate the registration of birth records and provide free birth certificates to BRAP beneficiaries.

Carrascal, also municipal civil registrar of Magallanes in Sorsogon, explained that while the PSA is responsible for the overall management of BRAP, local registry offices are responsible for implementing PSA programs in cities and municipalities.

Recently, 25 individuals from Barangay San Juan in Sorsogon City received their birth certificates without spending a single centavo.

“These individuals were recipients of BRAP and were able to save P500. This amount excludes any expenses incurred for other requirements and supporting documents,” Apogñol said.

In addition, the recipients were able to save on transportation costs as they did not need to go to the city registrar’s office, she added.

BRAP has targeted 14,879 registrants in Sorsogon. As of yesterday, a total of 14,021 birth records have been forwarded to PSA-Civil Registration Service in Manila for verification.

The verification process will determine whether the registrants have birth certificates in the Civil Registry System database or not.

Those who do not have a birth record will need to undergo a delayed registration process at their local civil registrar offices.
