Cagayan governor urges rebels to surrender to enjoy gov’t aid

TUGUEGARAO CITY, Cagayan (PIA) -- In pursuit of achieving an insurgency-free community, the provincial government of Cagayan has urged members of the Communist Terrorist Groups to surrender and embrace a new life and to be able to avail of financial assistance and job opportunities provided by the government.

Governor Manuel Mamba said there are various programs of the government that rebel returnees may enjoy if they will surrender and live a peaceful and productive life in the mainstream society.

For the part of the provincial government, former rebels may be given employment opportunities, and various trainings based on their skills, abilities, and willingness to work, without compromising their security.

“Partnering with other agencies, they can initially work under Job Order employees and later be absorbed based on their performance,” Mamba said.

He said there were already 31 former rebels who are currently employed in various capacities within the provincial government, including hospitals, farms, and community organizing groups.

"We urge support and participation from local communities to refrain from aiding and sheltering rebels, encouraging them to surrender for the province to achieve insurgency-free status," said Mamba.

Further, Helen Donato, provincial social welfare and development officer, shared the success stories of two former rebels who found employment at a district hospital.

“With government assistance, they have transitioned into managing their businesses and have the means to support themselves due to their outstanding performance,” Donato said.

As opportunities opened up for former rebels, LTC Oliver Logan, commander of the 17th Infantry Battalion, believed that the province is already on the verge of becoming insurgency-free, citing the increasing number of surrenders and recovered firearms in the province.

PCOL Julio Gorospe, Cagayan PNP provincial director, reiterated the call for support to the communities in the fight against insurgency as well as to help in the reintegration program for the former rebels.
