TAGBILARAN CITY, Bohol, Feb. 23 (PIA) -- Seventy six percent or 36 of the 48 local government units (LGUs) in Bohol passed the 2023 Good Financial Housekeeping (GFH).
GFH is the Department of Interior and Local Government’s (DILG) citation for LGUs that passed the guidelines for fiscal management set by Commission on Audit on sound fiscal practices, efforts in transparency, and financial accountability.
National passers for the GFH municipality category in 2023 include Alicia, Antequera, Baliliuhan, Batuan, Bien Unido, Buenavista, Calape, Candijay, Catigbian, Corella, Cortes, Dagohoy, Danao, Dauis, Duero, Guindulman, Jagna, Lila, Loay, Loboc, Loon.
Maribojoc, Panglao, Pilar, President Carlos P. Garcia, Sagbayan, San Isidro, San Miguel, Sevilla, Sierra Bullones, Sikatuna, Talibon, Tubigon, Ubay, and Valencia, and Tagbilaran City for the city category.
Bohol province also capped the 2023 fiscal year as one of the national passers for the province category.
Since 2010, the GFH has acted as an evaluation tool to measure LGU performance in terms of establishing citizen engagement through a transparent reporting of public budget and expenditures.
Years later, the citation was elevated, making the GFH a core component of the Seal of Good (Financial) Housekeeping.
The seal of GH is now awarded to LGUs which have no qualified or unqualified COA opinion, complied with the mandated Full Disclosure Policy, and has a more comprehensive assessment on the LGU’s administrative capacity-building efforts.
It also measures good performance in local legislation, development planning, resource generation, resource allocation and utilization, customer service, and human resources management.
An LGU that received the SGH becomes eligible to tap the Performance Challenge Fund, a support fund to bankroll local government initiatives in their local efforts to realize national government goals and strategic development thrusts.
Having passed the first screening, these LGUs which passed the 2023 GFH can qualify for the SGH and its workers can benefit from the Performance-Based Bonus. (RAHC/PIA Bohol)
