Executive Order No. 114 signed by President Rodrigo Duterte on May 06, 2020 institutionalizes the Balik Probinsya Bagong Pag-asa Program (BP2P) starting at the height of the pandemic to decongest urban poor communities where high incidence of COVID-19 was recorded.

BP2P may have been conceived during the pandemic but its goals and objectives match with the Philippine Vision 2040 particularly on balanced regional development, National Housing Authority (NHA) XI Chief Corporate Attorney Sonny Paul Cirunay said.
