Groceries, supermarkets to remain open during ECQ

CAGAYAN DE ORO CITY (PIA)--Public markets, supermarkets, grocery stores, convenience stores, and even water-refilling stations can continue to operate at full capacity in Cagayan de Oro City and Gingoog City, despite both cities being placed under enhanced community quarantine (ECQ) until the end of July 2021, following the recently released Inter-Agency Task Force (IATF) Resolution No. 127-E.  

Per Department of Trade and Industry (DTI) Memorandum Circular 21-28, health and emergency frontline services; manufacturing of medical supplies and devices; and essential retail trade and service establishments can continue to operate at full capacity in areas under ECQ.

Food preparation establishments such as kiosks, commissaries, restaurants, and eateries can also open at 100% operational capacity, but its services are limited to delivery and takeout only. Outdoor or indoor dine-in services are not allowed.  

Other establishments/industries allowed to operate at 100% capacity include:  agriculture, forestry, and fisheries; logistics providers (delivery and courier services; cargo handling; warehousing; trucking; freight forwarding; shipping); manufacturing of food and other essential goods such as but not limited to soap and detergents, diapers, personal hygiene products, etc.; public and private financial service providers involved in the distribution of government grants and amelioration subsidies;

Business process outsourcing establishments (BPOs), and export-oriented businesses, including mining and quarrying activities; manufacturing, distribution and/or supply of equipment or products necessary to perform construction or maintenance works (cement and steel, or spare parts), essential and priority construction projects, in accordance with the guidelines issued by the Department of Public Works and Highways, and public transport providers and operators subject to the Department of Transportation (DOTr) guidelines.

Media establishments and their total permanent staff complement, inclusive of reporters and other field employees can continue their operations in areas under ECQ but at 50% operational capacity.

Meanwhile, the following business establishments, persons, or activities are recommended to continue with a skeleton workforce: dental, rehabilitation, optometry and other medical clinics for the treatment of illness or injuries (limited to emergency cases only); veterinary clinics; banks, money transfer services, including pawnshops only insofar as performing money transfer functions; capital markets; water supply and janitorial services; energy sector; telecommunications companies;

Airline and aircraft maintenance; funeral and embalming services; security personnel; printing establishments; repair and maintenance of machinery and equipment; repair and maintenance of motorized and non-motorized vehicles; leasing of real and personal properties; employment activities that involve the recruitment and placement for permitted sectors;

Teachers, professors and other staff for purposes of conducting online/offline, and flexible classes; lawyers; other establishments, to the extent necessary for the buying and selling of consumer goods or services via the internet; and payroll managers, and such other employees required for the processing of payroll, and accounting firms.

Establishments under Category 2, 3, 4 of the DTI MC such as non-leisure wholesale and retail establishments (mall-based or otherwise), driving schools, testing and tutorial centers, outdoor or indoor sports, social events, beauty salons and barbershops, cinemas, and amusement parks are not allowed to open during ECQ.
