MAMBAJAO, Camiguin (PIA)--The Department of Labor and Employment (DOLE)-10 Camiguin Provincial Field Office (Cam PFO) conducted a series of orientation to all 5 municipalities and selected 57 Barangay Healthy Economic Recovery Officers (HEROs) including its respective punong barangays and Barangay Public Employment Service (BPES) desk officers on the rollout implementation of the Mission Rebooting Economic Activities through Community Engagement (RACE) in the conduct of survey and profiling of skills and employment/livelihood.
The activity aims to equip and capacitate the HEROs in the implementation of the Mission RACE in their respective areas of jurisdiction; familiarize them with the survey instruments/tools on skill and establishment profiling; provide tips and strategies in the conduct of profiling of target population; and set profiling targets per individual Barangay HERO.
The HEROs are DOLE-10 newly hired personnel under the department’s Government Internship Program (GIP). They will be distributed and assigned in the said municipal and barangay offices starting June 16 to December 31, 2021. The punong barangays and BPES desk officers will be coordinating with them, especially in terms of technical assistance.
“You are so fortunate to be HEROs on board in this project, as there are numerous jobless people mainly due to the effects of COVID-19 pandemic. We expect all of you to give 101% of your focus and attention to this project,” DOLE-Cam PFO Chief Emmanuel G. Toledo said.
Similar to the department’s National Skills Registry Program, the HEROs will survey down to the grassroots level the active manpower supply containing the profiles of all persons in the locality. It will also show information on the qualifications and skills of the constituents.
Mission RACE project’s output is the genuine labor market situation and sustainable livelihood opportunities of the entire province. This is very much beneficial to the locality’s chief executives, as well as national government program handlers to install appropriate employment/livelihood facilitation programs, Toledo said.
He added that part of the orientation is the proper observance of the LGU’s safety and health protocols in the prevention of the spread of COVID-19.
The Mission RACE is implemented nationwide as a multilateral flagship program and consortium effort among the following partner agencies: DOLE’s Bureau of Local Employment (BLE) and Bureau of Workers with Special Concerns (BWSC);
Employees Compensation Commission (ECC); National Wages Productivity Commission (NWPC); National Reintegration Center for OFWs (NRCO); and Technical Education and Skills Development Authority (TESDA).
GIP provides opportunities and engages young workers to serve the general public in government agencies/entities projects and programs at the national and local level.
Young workers, particularly the poor/indigent are given the opportunity to demonstrate their talents and skills in the field of public service with the ultimate objective of attracting the best and the brightest to pursue a career in government service, particularly in the fields and disciplines related to labor and employment.
