CSC confers award to family of flood hero during Ulysses

TUGUEGARAO CITY, Cagayan (PIA) - The Civil Service Commission (CSC) awarded Parangal sa Lingkod Bayani to the late Mr. Kelly Villarao, for his selfless dedication in his service and for saving people during the massive flooding in Cagayan.

Villarao died of electrocution while trying to rescue trapped residents in Linao Norte, Tuguegarao City Cagayan during the onslaught of Typhoon Ulysses on November 13, 2020. He belonged to the Fisheries Resource Protection Group, under the Department of Agriculture- Bureau of Fisheries and Aquatic Resources Region 02 (DA-BFAR R02).

CSC Region 02 officials headed by Director Nerissa B. Canguilan and DA-BFAR Region 02 OIC- Director Dr. Angel Encarnacion handed in the award to the wife of Mr. Villarao yesterday, August, at the MIS Hall, DA-BFAR Regional Office, Tuguegarao City.

The Commission also conferred Pamanang Lingkod Bayani (PLBi) award granting a one-time financial assistance amounting to PhP 100, 000 and a scholarship in any of the PASUC-member state university and colleges to the family of Villarao by virtue of CSC Resolution No. 1901386 promulgated on Nov. 12, 2019.

The commission through its Resolution No. 1302553 dated November 29, 2013, otherwise known as the Implementing Guidelines on PLBi, gives tribute to civilian public servants who displayed the characters of a bayani in the name of public service.

The resolution aims to recognize public servants who were killed in the line of duty, or those who died while in the performance or the pursuit of their respective functions, duties and responsibilities.

Canguilan said the amount came from the Pamanang Lingkod Bayani Fund accumulated in the Fun Run being held every September. She added that the contribution of every runner from the whole country goes to the fund which serves as financial assistance to the families left behind by public servants who risked their lives and were killed in the line of duty or those who died while in service.

“This assistance will never substitute the presence of your husband. No amount could compensate the family for the loss of Mr. Henry Kelly Villarao. But this is the most that we could do to the family to honor and remember the heroism of Mr. Villarao,” Canguilan said.

Dr. Melanie Villarao, wife of the late Kelly, thanked the commission and bureau for the support, award, and assistance given.

Also present during the awarding ceremony were CSC Region 2 Director III Atty. Marites Lappay, CSC Region 2 HRS, PALD Chief Ms. Jovy Miguel, and CSC Cagayan-Batanes Provincial Director Ma. Noemi Bustamante.
