QUEZON CITY -- The Bureau of Internal Revenue (BIR) endorses the Philippine Identification (PhilID) card as valid proof of identification to its revenue offices through a memorandum circular issued on 17 June 2021.
Revenue Memorandum Circular No. 79-2021 enjoins all internal revenue officials, employees, and others concerned to adhere to the Philippine Statistics Authority advisory calling for the acceptance of the PhilID as a valid proof of identity in all government and private transactions.
Pursuant to Republic Act No. 11055, otherwise known as the Philippine Identification System (PhilSys) Act, the PhilID card shall serve as the official government-issued identification document of cardholders in dealing with all national government agencies, local government units, government- owned or controlled corporations, government financial institutions, and all private sector entities. The PhilID shall be accepted, subject to proper authentication, as sufficient proof of identity.
Moreover, as stated under Section 19 of the Act, any person or entity who will refuse to accept or recognize the PhilID or PhilSys Number as an official identification of the holder, without just and sufficient cause, shall be fined an amount equivalent to Five Hundred Thousand Pesos (PhP 500,000.00).
