GUINSILIBAN, Camiguin (PIA)--The Department of Labor and Employment (DOLE)-10 through Camiguin Provincial Field Office (Cam PFO) conducted an orientation on Tulong Panghanapbuhay sa ating Disadvantaged/Displaced workers (TUPAD) program to 137 worker-beneficiaries in the informal sector, November 2 at Cabuan, Guinsiliban, here.

The Barangay Local Government of Cabuan, Guinsiliban and Accredited Co-Partner (ACP) of the project, through Barangay Captain Rando Waminal said, “Dako akong pasalamat sa DOLE kay nahatagan ang barangay Cabuan ug proyekto. Swerte kaayo me kay dili tanan barangay sa probinsya ang nahatagan niini nga project. Malipayon me kay dako kini nga tabang labina sa panahon sa pandemya.”

(My big thanks to DOLE for granting our barangay Cabuan of this project. We are lucky since not all barangays of the province were given this opportunity of emergency employment to our constituents, which helped us financially in this time of pandemic)

Moreover, DOLE-10 Cam PFO OIC-Chief Arlyn Z. Bael said, “Mapasalamaton kami sa BLGU-Cabuan through Kapitan Waminal nga makugihon nga muduol sa gobyerno aron makakuha og projects para sa mga katawhan. Ang TUPAD is a flagship program of Secretary Silvestre H. Bello III, isa kini nga immediate nga tabang ilabina sa panahon sa pandemya.”

In line with the precautionary measures of the government to prevent the spread of COVID-19 virus, the orientation also highlighted the basic safety and health measures to the beneficiaries.

TUPAD is a community-based package of assistance that provides emergency employment for displaced workers, underemployed and seasonal workers, for a minimum period of 10 days, but not to exceed a maximum of 30 days, depending on the nature of work to be performed.

Social community projects, such as repair, maintenance, and/or improvement of common public facilities and infrastructure such as schools and health centers, debris clearing, de-clogging of canals, debris segregation and materials recovery, stockpiling and clearing.

Moreover, the works also include economic community projects like repair, maintenance and/or rehabilitation of farm-to-market roads, bridges, post-harvest facilities, public markets and common service facilities such as production and display centers, fish ports, and agro-forestry community projects, such as tree planting, seedling preparation, and reforestation.

Prior to the actual engagement in employment, the beneficiaries are provided with basic orientation on safety and health; personal protective equipment (PPE) in the form of long-sleeved shirts, hats, and face masks; enrollment in group micro-insurance, to be included in the total project cost or as counterpart of the ACP/LGU; and official TUPAD ID.
