AFTER- TYPHOON ODETTE SITUATION UPDATE IN CENTRAL VISAYAS

I. ENERGIZATION UPDATES


A. CEBU PROVINCE

1. Visayan Electric Cooperative

As of 3:00 pm December 27, 2021, Visayan Electric Company, Inc. (VECO) reported a total of 95,053 or 22 percent out of 433,799 of its affected customers have access to electricity already including 49 out of 116 Metropolitan Cebu Water District (MCWD) pumping stations, and 8 Abejo Waters pumping stations, 27 hospitals, and six vaccine storage areas.

In Cebu City, energized areas are portions of Capitol Site, Camputhaw, Kasambagan, Lahug, Mabolo, Zapatera, Ramos, Guadalupe, Gen, Maxilom Ave., J. Luna Ave., N. Bacalso Ave., Ayala Center Area, Downtown area, and Pier area.

In Mandaue City, areas with restored electricity are portions of Cabancalan, Maguikay, Guizo, Tipolo, A.S. Fortuna, North Reclamation Area, Subangdaku, Casuntingan, AC Cortez, Hernan Cortes, Plaridel St, and Mandaue Centro.

Power is also back in some portions in Consolacion, Liloan, Talisay City, San Fernando, Minglanilla, Naga City, Cebu 


2. Mactan Electric Company (MECO)

MECO’s latest report as of today is that,  28% of their 105,000 customers have electricity already. Areas in Mactan Island that are energized are portions of Pajo-Sangi Road, Lopez Jaena St., Osmena St., Super Metro, GMC Arcade, PUJ Terminal, City Hall, Maximo Patalinghug, 2nd Bridge area, Gaisano Mactan, Babag, Pajo and Babag.  MECO also reported that 50% of their feeders are restored.


3. CEBECO 1

Partially energized municipalities in CEBECO 1 are Oslob, Santander, Samboan, Ginatilan, Malabuyoc, Moalboal, Alcantara, Ronda, Dumanjug, Barili including Carcar City. Municipalities that still have no power supply are Badian, Alegria, Boljoon, Alcoy, Dalaguete, Argao and Sibonga.


4. CEBECO II

In CEBECO II area, as of December 22, 2021, seven municipalities have 100% restored power which includes Daanbantayan, Medellin, San Remegio, Bogo City, Borbon, Tabogon and Tabuelan. Meanwhile, partially energized municipalities are Catmon (30% barangays), Sogod (67% barangays), Tuburan (63% barangays), Carmen (33% barangays), Compostela (24% barangays), and Danao City (24% barangays). 


5. CEBECO III

As of December 22, 2021, CEBECO III’s Substations in Toledo, Balamban and Asturias are already energized, while the Lutopan Substation is ready to receive power. Assessment and repair of the damaged sub-transmission lines and distribution lines are ongoing. Energized barangays in CEBECO III as of December 23, 2021, are in Toledo City (18%), Balamban (43%), and Asturias (44%). No barangays yet are energized in Pinamungahan and Aloguinsan.


6. CELCO (Camotes)

As of December 22, 2021, energized barangays in Camotes Islands in San Francisco are 93%, Poro (82%), Tudela (64%) and Pilar (100%).


B. BOHOL PROVINCE

Transmission lines connecting Leyte and Bohol that supply power to the whole island of Bohol is still unavailable due to the fallen two special towers of NCGP located in Ubay and C.P. Garcia Bohol. Moreover, restoration efforts are being done in the Ubay-Alicia-Garcia 69kV Line and Ubay-Trinidad-Carmen 69kV Line. Based on the initial count, there are 240 transmission poles that were damaged by the Typhoon in the entire Bohol Province of Bohol. To date, Bohol Province is the remaining province that has unavailable power from NGCP.  

As of December 27, 2021, Bohol Light Company Inc. (BLCI) has cleared five substations but only one substation that supplies two feeders is ready to receive and distribute power when NGCP will be online utilizing power from Bohol Power Plants.

Three substations of BOHECO I are ready to receive power while its six substations have ongoing equipment testing. BOHECO II has also suffered major damage in its Mahayag Substation while its other six substations have minor damage.


C.  NEGROS PROVINCE

To date, NORECO I have energized 4 out of their 5 substations and partially energized the municipalities of Vallehermoso and Mabinay, and the cities of Bais and Kanlaon City. In NORECO II area, the backbone or primary line from Sta. Catalina to Bayawan City is ready to receive power from NGCP. Meanwhile, NGCP’s Amlan-Tanjay 69KV line section was energized on December 23, 2021 supplying power in portions of Amlan, Tanjay City, and Pamplona.  Line clearing and line energization of lateral lines are ongoing.

Other energized areas under NORECO II are Poblacion and Mayabon Zamboanguita; Poblacion up to Bonawon, Siaton including the Siaton Waterworks and Sanitation Association (SIWASA Inc.).


D. SIQUIJOR PROVINCE

Percentage of energized barangays in Siquijor as of December 27, 2021, is Larena (87%), Siquijor (60%), San Juan (93%), Maria (82%), Lazi (61%), and E. Villanueva (93%).


II. DOWNSTREAM OIL INDUSTRY UPDATES

The DOE -Visayas Field Office is continuously conducting onsite monitoring and inspection of Liquid Fuel Retail Outlets (LFROs) Cebu, Bohol, Negros Oriental, Siquijor, and Southern Leyte. To date, operational LFROs known as gasoline stations in Cebu are 257 LFROs, Bohol - 60 LFROs, Siquijor -16 LFROS, and 63 LFROs in Negros Oriental.    

The VECO has energized the Petron Corporation and Pilipinas Shell Petroleum Corp depot terminals in Mandaue on December 26,2021 which now facilitates the efficient delivery of fuel to gasoline stations. Coordination is also being done with VECO on the request of Seaoil Philippines to energize their depot terminal at Ludo, Cebu City. The Seaoil Philippines has also requested the DOE and Bohol Provincial Government to transport their fuel barge to the port of Maribojoc to expedite the fuel supply of independent players in the Province of Bohol.
