CMCI is an annual ranking of Philippine cities and municipalities developed by the National Competitiveness Council through the Regional Competitiveness Committees (RCCs).

Cities or municipalities are ranked on their competitiveness in the four pillars: economic dynamism, government efficiency, infrastructure, and resiliency. In 2021, innovation was added as the newest and fifth pillar. The score system is determined by the completeness of data and the values of the actual data submitted.

Economic dynamism creates stable expansion of businesses and industries and high employment. Government efficiency refers to the quality and reliability of government services and government support for effective and sustainable productive expansion.

Infrastructure refers to the physical building blocks that connect, expand, and sustain a locality and its surrounding to enable the provisions of goods and services. Resiliency shows how LGUs prepare their locations, environment, firms, and people to respond to different kinds of shock to ensure sustainable growth.

In 2021, CMCI introduced innovation as its newest and fifth pillar. It refers to the creation, development, and implementation of new products, processes, or services with the aim of improving efficiency, effectiveness, and competitive advantage. (DTI-10/PIA-10)
