LANAO DEL SUR--Chief Advisor Hirofumi Hoshi of the Capacity Development Project for the Bangsamoro (CDPB) of Japan International Cooperation Agency (JICA) turned over 50,000 copies of BARMM Employee Handbook to the regional government on Wednesday, April 6.
The handbook shall be used in the New Staff Orientation that will be implemented by the Human Resource Management Offices (HRMOs) of the BARMM ministries, offices, and agencies.
It shall also serve as a guide and reference for all BARMM employees on common Civil Service matters, such as government working hours, rules on leaves and other statutory benefits, ethics, and discipline, among others.
The Office of the Chief Minister's (OCM) Bangsamoro Attorney General's Office (BAGO), Administrative Management Service (AMS), Human Resource Management Division (HRMD), and the Development Academy of the Bangsamoro (DAB) all contributed in crafting the handbook which started on December 2020 until August 2021.
"This is a proud moment not only for myself as being part of the development of the BARMM employee handbook but also for all of you, for the hard work you had given in realizing the handbook,” said Atty. General Sha-Elijah Dumama-Alba.
BARMM Assistant Senior Minister Abdullah Cusain also expressed his gratitude to the JICA for helping the regional government prepare the handbook.
According to Hoshi, the book is an important milestone of the joint activity with the Bangsamoro Government, specifically for the series of activities on the capacity development of the administrative officers under the CDPB implementation framework.
“I hope all government officers will acquire the administrative knowledge and skills by the employee handbook through the new staff orientation,” Hoshi said.
AMS Director III Narcisa Macog, Civil Service Commission Field Office Director II Dominador Gonzales Jr., JICA consultant Hellie Biruar, and officers of the Human Resource Management Practitioners (HRMP) Council were also present during the ceremony. (Myrna Tepadan/BIO)
