MANILA -- The Bangko Sentral ng Pilipinas (BSP) is currently conducting the 2021 Consumer Finance Survey (CFS), a triennial nationwide survey on the financial condition of Filipino households. This survey asks households about their assets, outstanding liabilities, incomes, and expenditures. The BSP has commissioned the services of RLR Research and Analysis, Inc. (RLR), an independent market research firm, to collect the relevant data (i.e., full year 2021 income and expenditure, and assets and liabilities as of interview date) on behalf of the BSP. The BSP targets to complete CFS data collection by end-December 2022.
The BSP is authorized to require from any person or entity any data for statistical and policy development purposes under Section 23 of Republic Act (RA) No. 7653 (The New Central Bank Act), as amended by RA No. 11211, subject to confidentiality laws. The data collected will not be made available to any person or entity outside the BSP, whether public or private, except under a court order or such conditions as may be prescribed by the Monetary Board. As with all BSP-released statistics, the survey results will be published in aggregate form to safeguard the identities and personal information of the respondents.
