MFBM, DBM launch competency program for BARMM public financial managers

MARAWI CITY—The Ministry of Finance, and Budget and Management (MFBM), in partnership with the Department of Budget and Management (DBM) and the Japan International Cooperation Agency (JICA), launched the Public Financial Management Competency Program (PFMCP) for BARMM middle managers on Friday, Sept.16, in Davao City. 

The PFMCP is an eight-track competency program of the DBM that seeks to enhance the technical competencies of public financial managers in planning, directing, and controlling financial resources for the effective and efficient delivery of public service. 

MFBM Minister Atty. Ubaida Pacasem said their ministry is committed to formulating and implementing a fiscal policy for prudent and transparent management of resources. 

“We are committed to formulate and implement a dynamic fiscal policy and sound resource mobilization to strengthen inclusive Public Financial Management through the judicious allocation of prudent expenditures and transparent management of resources towards the upliftment of the lives of every Bangsamoro,” Pacasem said

Budget Secretary Amenah Pangandaman said there are high expectations for BARMM to perform better for the people of the region, hence, the training on PFMCP for middle managers of BARMM is needed. 

In her keynote speech, the Budget Chief said, “Together, let us uplift our community in pursuit of the country’s agenda for prosperity. So, use our new learnings wisely, use your newly acquired knowledge and lessons to do the right things, and act with integrity at all times," Pangandaman said. 

"Let us rise above ourselves in the service of the people for BARMM, for Mindanao, and for the Philippines,” she added.

Meanwhile, BARMM Senior Minister Abdulraof Macacua said the PFMC for BARMM middle managers will help ensure that the transition authority will leave a stronger Bangsamoro bureaucracy.

The Senior Minister further told the practitioners to share the knowledge they gained with their co-workers noting that "this is to ensure that apart from qualified workers we also have competent ones."

JICA Philippines Chief Representative Sakamoto Takema guaranteed JICA’s continuous support in contributing to high-quality growth in the region. He said PFM is an integral part of both organizational structure and operating mechanism in the governance system. 

“The quality of PFM will impact the quality of public service delivery to ensure that Public Financial System and Procedures are operating smoothly and in a timely manner, the enhancement of Financial and Budget Management skills is essential,” said Takema. 

Also present at the launch were DBM Undersecretary Margaux Marie Salcedo of the Communications, Advocacy, and Stakeholder Relations Group, Undersecretary Wilford Will Wong of the Government and Operations Group, and other BARMM officials. (BIO/PIA-10 Lanao del Sur
