CAGAYAN DE ORO CITY (PIA)--The Department of Labor and Employment (DOLE)-10 goes green and environment-friendly through paperless and prompt or timely processing through the digitalization of six of its programs and services.
DOLE-X OIC-Regional Director Estrella U. Pahalla said the innovation of the regional office is based on the guidelines of Republic Act (RA) No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, amending RA 9485, or the Anti-Red Tape Act of 2007.
The strengthened version of the law aims to prompt actions or resolutions for all government transactions with efficiency. She said the said digital innovations adopt simplified requirements and procedures to reduce red tape and expedite business and non-business-related transactions in the government.
Pahalla said the digitalized or online programs are: (1) e-CSHP, or Electronic Construction Safety and Health Program; (2) Job Fair online registration and report generation system; (3) Human Resource Management System; (4) Department Order (DO) No. 174, or the Registration of Job Contractors and Sub-Contractors; (5) DOLE-X Online Feedback Form; and (6) DOLE Integrated Livelihood and Emergency Employment Program (DILEEP) Management Information System (MIS).
Pahalla said these innovations were also timely and apt during the COVID-19 pandemic, wherein clients can still access DOLE-10 programs despite the safety and health protocols and restrictions of the government.
The Electronic CSHP is an online system that processes the approval or disapproval of construction projects within the region, which reduces the hassle of clients having to manually bring their printed documents to their nearest DOLE-10 provincial field office. The office has received 3,337 applications as of April 20, 2023, since its deployment, January 22–29, 2022.
The online job fair is a web-based software application that allows users to register during job fair events. It provides a centralized platform for managing registrations and timely report generation to the DOLE Central Office. It was deployed, June 12, 2022, during the Kalayaan Job Fair, where 2,151 job applicants were registered in the system.
Moreover, the online system that manages the registration of job contractors and sub-contractors includes processes for creating an account for external clients, filling out the application form, uploading the required document, validation and monitoring, online payments, and releasing the CSHP certificates from DOLE-10.
Aside from the external clients, Pahalla said DOLE-10 continues to strive to give quality and efficient public service to all workers in the region through the digital modernization of doing things internally, especially to its own employees. One of which is DILEEP MIS, which aids the DOLE-10 program personnel in monitoring the livelihood and emergency employment projects’ monetary allocations through filtering the projects, monitoring the status of the projects per province, and generating project reports for the office’s consumption. This program is still in the works and is targeted to be deployed in June 2023.
The same advancement is also implemented through HRMS, which helps the regional office manage the human relations activities more efficiently and effectively through its features on a centralized database that stores employees’ information such as contact details, job titles, salaries, and benefits; employee applications for leave of absence; and auto-generating personal data sheets for the employees.
Also, in compliance with the ISO 9001:2015 Certification on Documenting Customer Satisfaction from DOLE-10’s Services and RA 11032, the DOLE-10 Online Feedback Form allows clients to provide an online response based on the service and treatment they received from their transaction. This provides a convenient and efficient way to collect feedback from DOLE-10's clients so the department can monitor and improve for the best service delivery. This will be deployed within the month of May.
Pahalla said not only are these digital systems cost-effective, time-saving, and eco-friendly, but they also motivate the employees to be more productive with the help of technology.
